Why Test Scores CAN'T Evaluate Teachers

The key element here that distinguishes Student Growth Percentiles from some of the other things that people have used in research is the use of percentiles. It's there in the title, so you'd expect it to have something to do with percentiles. What does that mean? It means that these measures are scale-free. They get away from psychometric scaling in a way that many researchers - not all, but many - say is important.

Now these researchers are not psychometricians, who aren't arguing against the scale. The psychometricians as who create our tests, they create a scale, and they use scientific formulae and theories and models to come up with a scale. It's like on the SAT, you can get between 200 and 800. And the idea there is that the difference in the learning or achievement between a 200 and a 300 is the same as between a 700 and an 800.

There is no proof that that is true. There is no proof that that is true. There can't be any proof that is true. But, if you believe their model, then you would agree that that's a good estimate to make. There are a lot of people who argue... they don't trust those scales. And they'd rather use percentiles because it gets them away from the scale.

Let's state this another way so we're absolutely clear: there is, according to Jonah Rockoff, no proof that a gain on a state test like the NJASK from 150 to 160 represents the same amount of "growth" in learning as a gain from 250 to 260. If two students have the same numeric growth but start at different places, there is no proof that their "growth" is equivalent.

Now there's a corollary to this, and it's important: you also can't say that two students who have different numeric levels of "growth" are actually equivalent. I mean, if we don't know whether the same numerical gain at different points on the scale are really equivalent, how can we know whether one is actually "better" or "worse"? And if that's true, how can we possibly compare different numerical gains?

Ohio Teachers endorse Common Core Standards

At its Spring Representative Assembly in Columbus, members of the Ohio Education Association, the state’s largest education employee union, voted to support careful implementation of the Common Core State Standards for English language arts and mathematics – but warned that outdated tests and lack of support for the standards could create major obstacles for success.

To address those issues, OEA members called for immediate suspension of outdated testing that does not align with the new Common Core State Standards and demanded comprehensive state and local support for the Common Core to bolster chances for successful implementation and challenging learning opportunities for students.

The moratorium on outdated high-stakes testing must begin now, said OEA President Patricia Frost-Brooks. “It defies common sense for students, teachers, and schools to be held accountable for test scores based on standards that have been rejected by educators – and the State Board of Education. There is no benefit from teaching and testing young people on outdated standards.”

OEA warned that failure to provide professional development, technology for computer-based testing and time for collaborative planning “threaten successful implementation of the Common Core initiative.”

“The failure of policy makers to fund and support local implementation with the technology and ongoing communication with parents and communities will create unnecessary challenges for school districts and their employees,” said Frost-Brooks.

Common Core has great potential, and the issues OEA has identified are problems with implementation and support, not problems with the standards themselves, Frost-Brooks said.

“Teachers, parents and community leaders all helped create the Common Core, using research, best practices, and their hopes for the next generation,” said Frost-Brooks. “If properly implemented, Common Core learning strategies offer a dynamic foundation for lifelong learning, empowering teachers to use a wider range of strategies and their professional judgment and giving students more time to master essential knowledge and skills.”

That ought to embolden some of the tea party conspiracy theorists now popping up all over the place opposing Common Core.

Recruiting the best?

This goal – recruiting and retaining talented people into teaching – is shared by most everyone, but it is among the most central emphases of the diverse group that might be called market-based reformers. Their idea is to change compensation structures, performance evaluations and other systems in order to create the kind of environment that will be appealing to high-achieving, less risk-averse people, as well as to ensure that those who aren’t cut out for the job are compelled to leave. This will, so the argument goes, create a “dynamic profession” more in line with the high risk, high reward model common among the private sector firms competing for the same pool of young workers.

No matter your feelings on TFA, it’s more than fair to say that their corps members fit this profile perfectly. On paper, they aren’t just “top third,” but top third of the top third. TFA cohorts enter the labor market having been among the highest achievers in the best colleges and universities in the nation. Getting accepted to the program is very, very difficult. Those who make it are not only service-oriented, but also smart, hard-working and ambitious. They are exactly the kind of worker that employers crave, and market-based reformers have made it among their central purposes to attract to the profession.

Yet, at least by the standard of test-based productivity, TFA teachers really don’t do better, on average, than their peers, and when there are demonstrated differences, they are often relatively small and concentrated in math (the latter, by the way, might suggest the role of unobserved differences in content knowledge). Now, again, there is some variation in the findings, and the number and scope of these analyses are limited – we’re nowhere near some kind of research consensus on these comparisons of test-based productivity, to say nothing of other sorts of student outcomes.

But, to me, one of the big, underdiscussed lessons of TFA is less about the program itself than what the test-based empirical research on its corps members suggests about the larger issue of teacher recruitment. Namely, it indicates that “talent” as typically gauged in the private sector may not make much of a difference in the classroom, at least not by itself. This doesn’t necessarily mean that market-based policies won’t lure great teachers, but it does suggest that, if we’re going to enact massive changes in personnel policy to attract a certain “type” of person to teaching, we might reexamine our assumptions on who we’re trying to attract and what they want.

YouTube for Teachers

We thought this was interesting enough to share. Youtube, the popular video sharing site has created a channel just for educators. You can view, share and even upload educational videos. YouTube provides teachers with ten reasons why their Youtube teachers channel could be useful in the classroom:

  1. Spark Lively Discussion: Engage students by showing a video relevant to their lives. Video clips can bring in different perspectives or force students to consider a new viewpoint, helping to spark a discussion.
  2. Organize all the great video content you find: Playlists are YouTube’s way of allowing you to organize videos on the site. When one video ends, the playlist plays the next video without offering ‘related videos,’ thus creating a curated environment for you students.
  3. Archive your work: Capture and save projects and discussions so you can refer back to them year after year. This will also help you save time as you can assign old videos to your new students.
  4. Allow students to dig deeper into a subject: Give students the option to dig deeper into a subject by creating a playlist of videos related to that concept. By creating playlists of relevant videos you allow students to pursue their interests without wasting their time searching for information (or finding potentially objectionable content).
  5. Get struggling students to speed up and push strong students ahead: Videos (or playlists) can help supplement in class teaching for struggling students. Students can review them at home time so you’re not forced to teacher exclusively to the middle 50%.
  6. Review for upcoming exams: Turn test review and flashcards into easy-to-watch videos. This way students can hear your explanations as they study. You can also create a “test review” video students can use to study the night before the big test.
  7. Create a YouTube center in your classroom: When working in stations or centers, have students use your YouTube channel to complete an assignment, freeing you upto work with small groups of students.
  8. Create quizzes to accompany videos for instant feedback: Create a Google Form that students complete after watching a video. You can use this quiz to get instant feedback on what they’re learning.
  9. Create Interactive Video Quests: Use YouTube annotations to create “Choose your own adventure” style video quests. You can also create a video guide.
  10. Flip your classroom: If your students watch a video of the basic concepts at home you can focus in class on applying those concepts, working collaboratively with their classmates rather than simply listening to you lecture.

The Buckeye Institutes doesn't understand simple things

The Buckeye Institute just released a tool to compare salaries. The only trouble with this hackish tool is they don't understand how anyone is paid apparently.

In their effort to make public sector workers appear over compensated, they add vacation and sick pay to salaries, without understanding sick and vacation pay is paid instead of salary, and therefore can't be added to create a juicy big total salary they can get all indignant about.

What kind of a "think tank" doesn't understand the basic principles of employee compensation?
