ALEC's Report Card Receives Failing Marks

EAST LANSING, Mich. (May 9, 2013) – Ranking states is a popular tool for education advocacy groups, with the goal of advancing a policy agenda based on ideologically driven pre-packaged reforms. These report cards receive considerable media attention, although few reflect research-based evidence on the efficacy of particular polices. The 18th edition of the American Legislative Exchange Council's (ALEC) Report Card on American Education: Ranking State K-12 Performance, Progress, and Reform is no different according to an academic review.

Christopher Lubienski, associate professor of education policy and Director of the Forum on the Future of Public Education at the University of Illinois, and T. Jameson Brewer, a doctoral student at the University of Illinois, reviewed ALEC's Report Card for the Think Twice think tank review project. The review was produced by the National Education Policy Center (NEPC), with funding from the Great Lakes Center for Education Research and Practice.

Lubienski and Brewer find that ALEC draws its grades exclusively not from research organizations, but from like-minded market-orientated advocacy organizations.

"Furthermore, when studies are highlighted in this report, they do not represent the peer-reviewed research on a given issue, are often of extremely poor quality, and generally unsuited for supporting their claim."

In their review, Lubienski and Brewer provide two key areas – alternative teacher certification and school choice – to highlight gaps between ALEC's agenda and empirical evidence. Despite multiple claims that a "growing body of research indicates…" – the report offers absolutely no supporting evidence. Math results, which have a lower pass rate, were used to compare traditionally-certified teachers to alternatively-certified teachers. Meanwhile alternatively-certified teachers were portrayed using their reading results.

"Many of the grades given to states reflect the level to which pro-market policies have been implemented while the grades systematically ignore meaningful measurements of equality and outcomes" according to the review.

Readers of ALEC's Report Card should consider it a statement of policy preferences and not an overview of research on education reforms.

The reviewers conclude, "At best, the report serves as an amalgamation of other like-minded think tanks' assessments of states' adoption of pro-market policies, and thus offers nothing new … it provides little or no usefulness to policymakers."

Mirroring Microsofts failing system

Vanity Fair has a preview of an about to be published expose on the failings of Microsoft, the software company that now corporate education reformer Bill Gates founded

Analyzing one of American corporate history’s greatest mysteries—the lost decade of Microsoft—two-time George Polk Award winner (and V.F.’s newest contributing editor) Kurt Eichenwald traces the “astonishingly foolish management decisions” at the company that “could serve as a business-school case study on the pitfalls of success.” Relying on dozens of interviews and internal corporate records—including e-mails between executives at the company’s highest ranks—Eichenwald offers an unprecedented view of life inside Microsoft during the reign of its current chief executive, Steve Ballmer, in the August issue. Today, a single Apple product—the iPhone—generates more revenue than all of Microsoft’s wares combined.

It's revealed that one of the primary causes of the decline, is related to the evaluation system they implemented, a system which in many aspects is mirrors the direction corporate education reformers are trying (and succeeding!) in taking teacher evaluations

Eichenwald’s conversations reveal that a management system known as “stack ranking”—a program that forces every unit to declare a certain percentage of employees as top performers, good performers, average, and poor—effectively crippled Microsoft’s ability to innovate. “Every current and former Microsoft employee I interviewed—every one—cited stack ranking as the most destructive process inside of Microsoft, something that drove out untold numbers of employees,” Eichenwald writes. “If you were on a team of 10 people, you walked in the first day knowing that, no matter how good everyone was, 2 people were going to get a great review, 7 were going to get mediocre reviews, and 1 was going to get a terrible review,” says a former software developer. “It leads to employees focusing on competing with each other rather than competing with other companies.”

Teachers will also be under similar pressure to compete against peers, rather than trust their natural instincts and best practices to collaborate.

When Governors Talk Education, It's About the Economy, Stupid

Interesting.

Most governors are fond of talking about education—why it needs to be improved, how they're going to improve it, the consequences of not improving it, and so on.

But when governors attempt to use the bully pulpit to sell their ideas about education to the public, what are their favored rhetorical themes? A new analysis examines that question, and finds that governors overwhelmingly choose to frame education as important for economic reasons, rather than for the development of individual abilities, or as a matter of civic responsibility. And that political strategy has implications for society and its schools, the researchers say.

The analysis, published in the International Journal of Education Policy and Leadership, is based on a detailed review of governors' "state of the state" addresses between 2001 and 2008. Why focus on those speeches? Because they're the most widely reported examples of gubernatorial rhetoric, and, the record shows, they typically provide an accurate roadmap of where governors' policies are headed, according to the authors.

Over the time period studied, the authors found that governors defined the importance of education in economic terms much more often—62 percent of the time—than they did in other ways.

Governors touched on the importance of education for self-realization only 27 percent of the time. And they connected education to civic responsibility just 7 percent of the time.

YouTube for Teachers

We thought this was interesting enough to share. Youtube, the popular video sharing site has created a channel just for educators. You can view, share and even upload educational videos. YouTube provides teachers with ten reasons why their Youtube teachers channel could be useful in the classroom:

  1. Spark Lively Discussion: Engage students by showing a video relevant to their lives. Video clips can bring in different perspectives or force students to consider a new viewpoint, helping to spark a discussion.
  2. Organize all the great video content you find: Playlists are YouTube’s way of allowing you to organize videos on the site. When one video ends, the playlist plays the next video without offering ‘related videos,’ thus creating a curated environment for you students.
  3. Archive your work: Capture and save projects and discussions so you can refer back to them year after year. This will also help you save time as you can assign old videos to your new students.
  4. Allow students to dig deeper into a subject: Give students the option to dig deeper into a subject by creating a playlist of videos related to that concept. By creating playlists of relevant videos you allow students to pursue their interests without wasting their time searching for information (or finding potentially objectionable content).
  5. Get struggling students to speed up and push strong students ahead: Videos (or playlists) can help supplement in class teaching for struggling students. Students can review them at home time so you’re not forced to teacher exclusively to the middle 50%.
  6. Review for upcoming exams: Turn test review and flashcards into easy-to-watch videos. This way students can hear your explanations as they study. You can also create a “test review” video students can use to study the night before the big test.
  7. Create a YouTube center in your classroom: When working in stations or centers, have students use your YouTube channel to complete an assignment, freeing you upto work with small groups of students.
  8. Create quizzes to accompany videos for instant feedback: Create a Google Form that students complete after watching a video. You can use this quiz to get instant feedback on what they’re learning.
  9. Create Interactive Video Quests: Use YouTube annotations to create “Choose your own adventure” style video quests. You can also create a video guide.
  10. Flip your classroom: If your students watch a video of the basic concepts at home you can focus in class on applying those concepts, working collaboratively with their classmates rather than simply listening to you lecture.

We're not saying it is hypocritical, but

We're not saying it is hypocritical, but when you pass legislation saying that teachers are to be evaluated on their ability to do the job, then you turn around and hire your own partisan political appointees for a job they have no experience to do, it does make one wonder.

After a months-long search for someone with regulatory experience to ride herd on Ohio’s four casinos, a state panel yesterday chose someone with none.

Matt Schuler, chief of staff for the Republican president of the Ohio Senate, was appointed executive director of the Casino Control Commission. Commission members recruited the 44-year-old Gahanna resident after having trouble enticing regulators from other states to take a similar job in Ohio.

Maybe Mr. Schuler ought to at least take a test?

Matt Schuler was recently at the center of the controvesy over Senate staff getting massive retroactive pay rises.

Every member of senior staff in our caucus was approached about leaving, and we almost lost several other key staff members, Niehaus said. "It became obvious when I heard what some of the offers were that they were in part leaving because of money, so I asked our chief of staff, Matt Schuler, to do a review of salaries."

We guess after his salary review Matt Schuler decided he needed a wee bit more, but even that doesn't appear to be enough as he's now headed for the door to collect what is expected to be a windfall salary of $146,286. He may want to talk to his wife, school board member Jill Schuler. Mrs. Schuler has been a very vocal proponent of "sared sacrifice"

Board member Jill Schuler said she struggles with placing the tax request on the ballot unless all employees make a commitment. She cited no flexibility with personnel costs that make up 80 percent of the district's budget.

"The sacrifices some are making need to be made by the whole," Schuler said.

Like we said, We're not saying it is hypocritical, but...

The Week in Review

This week in review is dominated by the We Are OHIO campaign kick-off. The Dispatch today

With chants of "We are Ohio," an estimated 11,000 union supporters rallied at the Statehouse yesterday to launch the effort to overturn the law that would weaken public workers' bargaining power.

The crowd was the largest since the debate over Senate Bill 5 began in February. Many also signed up to help collect the 231,000 signatures needed to get a referendum on the November ballot.

Coumbus firefighter John Capretta told the crowd that the issue isn't Democratic or Republican. "This matter is between the rich and the working-class people."

"We are the only ones standing in the rich's way to take over this country and run it like a dictatorship," he said.

Then his young daughter took the microphone: "Governor Kasich, quit messing with my daddy."
