Improving the Budget Bill Part II

Following up on part I of improving the budget, part II focuses on the unfairness of school funding vis-a-vi charter schools.

Innovation Ohio recently produced a report that should send shock waves through the "choice" community.

  • Because of the $774 million deducted from traditional public schools in FY 2012 to fund charters, children in traditional public schools received, on average, $235 (or 6.5%) less state aid than the state itself said they needed.
  • More than 90% of the money sent to rated charter schools in the 2011-2012 school year went to charters that on average score significantly lower on the Performance Index Score than the public schools students had left.
  • Over 40% of state funding for charters in 2011-2012 ($326 million) was transferred from traditional public districts that performed better on both the State Report Card and Performance Index.

This indicates that far too many parents are being provided a false choice between a traditional public school and a failing charter school. That's a choice that Ohio's scarce education tax dollars should not be subsidizing.

Building off of this study, CREDO's recently release study of charter schools found

“This report’s findings challenge the conventional wisdom that a young underperforming school will improve if given time. Our research shows that if you start wobbly, chances are you’ll stay wobbly,” said Dr. Margaret Raymond, CREDO’s director and the study’s lead author. “Similarly, if a school is successful in producing strong academic progress from the start, our analysis shows it will remain a strong and successful school.”

“We have solid evidence that high quality is possible from the outset,” Dr. Raymond said. “Since the study also shows that the majority of charter management organizations produce consistent quality through their portfolios – regardless of the actual level of quality – policy makers will want to assure that charter schools that replicate have proven models of success.”

Clearly, if we are to be evidence based, Ohio charter schools with a history of poor performance should cease to receive tax payer funding, and Ohio's charter school accountability laws should be stiffened to prevent failed charter schools from simply reopening under a different name, as is currently happening according to a report by Policy Matters Ohio.

Making Ohio's charter school more acocuntable, and permanently closing charter schools that underperform their traditional public school counterparts should be a priority in HB59 given that we are now spending close to $1 billion a year on charter schools.

Teach for America ‘research’ questioned

Recently I exchanged emails with a Teach for America employee in my city. On my last exchange, I tried to press her to answer at least one of my questions.

"Given the choice, would you see a doctor with 5 weeks of training or a certified doctor? A lawyer? An actuary?"

Answering with a ‘yes’ would be absurd. Answering with a ‘no’ would indicate a blatant disrespect for teachers.

Unfortunately this disrespect is exactly what we have going on in our country at this time: a blame-the-teacher mentality that ignores real world issues and concerns.

The TFA employee directed me to the organization's "research" page where TFA claims this: "A large and growing body of independent research shows that Teach For America corps members make as much of an impact on student achievement as veteran teachers."

This claim, based on the "studies" supplied by TFA, is misleading at best and demonstrably false at worst. I read all of the 12 "studies" available on TFA's website, and here is what I found.

When Governors Talk Education, It's About the Economy, Stupid

Interesting.

Most governors are fond of talking about education—why it needs to be improved, how they're going to improve it, the consequences of not improving it, and so on.

But when governors attempt to use the bully pulpit to sell their ideas about education to the public, what are their favored rhetorical themes? A new analysis examines that question, and finds that governors overwhelmingly choose to frame education as important for economic reasons, rather than for the development of individual abilities, or as a matter of civic responsibility. And that political strategy has implications for society and its schools, the researchers say.

The analysis, published in the International Journal of Education Policy and Leadership, is based on a detailed review of governors' "state of the state" addresses between 2001 and 2008. Why focus on those speeches? Because they're the most widely reported examples of gubernatorial rhetoric, and, the record shows, they typically provide an accurate roadmap of where governors' policies are headed, according to the authors.

Over the time period studied, the authors found that governors defined the importance of education in economic terms much more often—62 percent of the time—than they did in other ways.

Governors touched on the importance of education for self-realization only 27 percent of the time. And they connected education to civic responsibility just 7 percent of the time.

New Poll:What Americans believe about public education

The annual Phi Delta Kappa International/Gallup poll on public education has just been released. The poll delves into all manner of questions from teachers, including unions, salaries, hiring/firing practices, and curriculum.

People overwhelmingly support teachers and public schools

The survey shows the public has a generally positive view of teachers. Nearly three out of four of those surveyed said they had confidence and trust in teachers today, and two out of three said they would be in favor of their child becoming a public school teacher. It wasn’t just their own children they wanted to become teachers—they wanted the highest-achieving high school students to be recruited for the classroom.

“It’s clear that Americans recognize the importance of getting quality students to become the next generation of teachers,” Mr. Bushaw said.

The poll, in this way, points out some of the areas where current policy and public opinion don’t match up, said Thomas Toch, the co-founder of the Education Sector think tank and the currrent executive director of Independent Education, a Washington-area private school consortium. The public wants to find and retain the highest-quality teachers, and it wants to compensate them based on a number of factors, with student test scores being the least important. Experience, academic degree, and principal evaluations all ranked higher than test scores in the survey. Merit-pay, an important element of the Obama administration’s education agenda, calls for great emphasis to be placed on student test scores when determining teachers’ salaries.

“This poll today shows a much more sophisticated public that is willing and ready to invest in teachers,” Mr. Berry said.

There's a lot more fascinating results in the poll, including no support for firing teachers without cause or converting underperforming schools to charters, even though charters are well supported. People also believe strongly there is a funding crisis (wait till they get a load of the Governor's budget!). Here's the poll.
