Evidence builds - corporate ed policies are failing

Lately, study after study, report after report is casting doubt on the efficacy of corporate education reform polcies. The ltest comes from The Broader Bolder Approach to Education

Pressure from federal education policies such as Race to the Top and No Child Left Behind, bolstered by organized advocacy efforts, is making a popular set of market-oriented education “reforms” look more like the new status quo than real reform.

Reformers assert that test-based teacher evaluation, increased school “choice” through expanded access to charter schools, and the closure of “failing” and underenrolled schools will boost falling student achievement and narrow longstanding race- and income-based achievement gaps.

KEY FINDINGS
The reforms deliver few benefits and in some cases harm the students they purport to help, while drawing attention and resources away from policies with real promise to address poverty-related barriers to school success:

  • Test scores increased less, and achievement gaps grew more, in “reform” cities than in other urban districts.
  • Reported successes for targeted students evaporated upon closer examination.
  • Test-based accountability prompted churn that thinned the ranks of experienced teachers, but not necessarily bad teachers.
  • School closures did not send students to better schools or save school districts money.
  • Charter schools further disrupted the districts while providing mixed benefits, particularly for the highest-needs students.
  • Emphasis on the widely touted market-oriented reforms drew attention and resources from initiatives with greater promise.
  • The reforms missed a critical factor driving achievement gaps: the influence of poverty on academic performance. Real, sustained change requires strategies that are more realistic, patient, and multipronged.

"Education Reform" process must change

The recently adopted "education reform" process seems to follow these steps:

· State officials assume that any deficiencies in student test scores, behavior, work force readiness, college readiness, etc. are due to the lack of competence and dedication of boards of education, administrators, educators and staff in the public common school. (Of course, some of them believe poverty and home environment do not influence test scores, behaviors, etc.)

· State officials are provided model reform legislation by the American Legislative Exchange Council (ALEC) and seek advice from corporate leaders and others not working in the public common school system. A token representation of public education personnel may also be consulted.

· "Reforms" such as the parent trigger, vouchers, charter schools, mayoral control of schools, appointed commissions to assume part of the functions of boards of education, tuition tax credits, third grade guarantee, high stakes testing, replacement of teachers and administrators in "failing schools", A-F report cards, etc. are enacted with the expectation that these quick fixes will work wonders.

· In all cases the local education community typically attempts to comply with the state's reforms.

· When local educators and administrators don't fully embrace these untested "reforms", they are considered to be stuck in their old ways, resistant to change and not fit for the position they hold.

· Some state officials attempt to intimidate those who don't "buy-in" to the ever changing "reform" ideas. Then local education personnel are told that they would buy-in if they really would take the time to understand the "reform." · When the "reform" measures don't produce extraordinary results, the local education personnel are to blame and thus the system should be farmed out to the private sector.

We'd just add that by the time corporate reform ideas are proven to be failures (such as NCLB) the politiciand responsible for them are long gone and educators are left to pick up the pieces.

Teacher of year not a fan of corporate ed reform

The new teacher of the year is Jeff Charbonneau,from Zillah, Washington, a high school science teacher and co-president of the Zillah Education Association. Much like the last teacher of the year, isn't a big fan of corporate education reform

Charbonneau said that it is not even clear if the standardized tests themselves are “completely valid or show what students know.”

“At this point I don’t think you can tie those test scores [to teacher evaluations] as it currently being done,” he said. “Could they have relevance in the future if the tests are better? Yes.”

Charbonneau also said that he disagrees with school reformers and others who say that American public education is in a crisis.

“The concept that we are a nation of failing schools I believe is false,” he said. “We are a nation of succeeding schools. I think our schools are succeeding far more and at higher levels than given credit for…. I agree that there are areas that need improvement, but at the same time, there are many things we are doing right that are not celebrated.”

Amen.

Corporate Ed Reform a big election loser

Corporate education reformers lost big on election night in a number of states with high profile issues and races affecting public education. In no particular order, here's what went down

Florida voters defeated a measure that would have allowed the use of public funds for religious school tuition, effectively turning back an effort that was expected to lead to a state-wide voucher program. It only garnered 44% of the vote.

In Indiana, The Washington Post reports

Indiana voters tossed out controversial state Superintendent of Public Instruction Tony Bennett and elected veteran teacher Glenda Ritz in his place, the Indianapolis Star reported.

The vote has resonance beyond Indiana because Bennett was a leader of the national market-driven school reform movement who pushed through a statewide voucher program and took other steps that critics said amounted to the privatization of public education.

Idaho voters voters

  • Rejected plans to mandate students to take online courses and for the state to spend $180 million on laptops - a boon for the profiteers, an economic disaster for districts.
  • Rejected merit pay for teachers that is linked to student standardized test scores
  • Opposed limits on the collective bargaining rights for teachers.

In California, voters approved Prop 30, which calls for a $6-billion-a-year tax increase, in part to fund public education. They also rejected Prop 32, the third attempt in 14 years to prevent unions, which represent 2.5 million workers in California, from using annual dues payments to contribute to state and local candidates or campaigns for ballot measures.

The Washington Post Reports, In Bridgeport, Conn.

voters rejected an expensive effort by the mayor and his supporters in the corporate world to win mayoral control over the Board of Education. Voters retained the right to elect their own school board representatives.

Corporate education reformers and union busters spent a lot of money on issues and candidates in election 2012 and left with a lot of heavy losses.

Power, Ideology, and the Use of Evidence

Consider the three-decade long, unrelenting promotion of classroom computers and online instruction. A recently mobilized corporate and civic-driven coalition chaired by two ex-state governors issued a report that touted online instruction as a way to transform teaching and learning in U.S. schools. (p. 19 of Digital Learning Now Report FINAL lists corporate, foundation, and top policymakers who participated).

Evidence that regular instructional use of these machines will transform teaching and learning is barely visible. Furthermore, evidence of students' academic achievement gains attributed to online instruction, laptops, and other hardware and software in schools is missing-in-action. And the dream that school use of these machines and applications will lead to better jobs (except in programs where technical certificates can lead to work - e.g., Cisco), well, I won't even mention the scarcity of evidence to support that dream.

So what do these two-governors champion in their Digital Learning Commission report?

"Providing a customized, personalized education for students was a dream just a decade ago. Technology can turn that dream into reality today. The Digital Learning Council will develop the roadmap to achieve that ultimate goal."

Sure, this is an advertisement pushing for-profit online outfits such as for-profit K12 and non-profit projects such as the Florida Virtual School and "hybrid" schools. See here and here. These ex-governors want states to alter their policies to accommodate this "Brave New World" where students get individual lessons tailored to what they need to learn.

Question: After decades of blue-ribbon commissions issuing utopian reports promising "revolutionary" and "transformed" schools, where is the evidence that such futures are either possible or worthwhile?

Answer: When it comes to technology policy, evidence doesn't matter.

After the evaluations binge, the hangover

You don't have to search far, or wide, to find articles, papers, and studies critical of corporate education reformers push for rigid test based teacher evaluations of the kind currently being deployed in Ohio. Our document archive is full of them. But it is unusual to read a paper published by a right wing think tank with a reputation for being anti-teacher, that raises many of the same points teachers themselves have been raising about the headlong rush to implement corporate education reform principles in the area of teacher evaluations.

But that's exactly what the American Enterprise Institute (AEI) have just done wit ha paper titled "The Hangover: Thinking about the Unintended Consequences of the Nation’s Teacher Evaluation Binge". The paper opens with a warning that the recent pushes might have been too much, too soon, and gone too far

Yet the recent evaluation binge is not without risks.

By nature, education policymaking tends to lurch from inattention to overreach. When a political moment appears, policymakers and advocates rush to take advantage as quickly as they can, knowing that opportunities for real change are fleeting. This is understandable, and arguably necessary, given the nature of America’s political system. But headlong rushes inevitably produce unintended consequences—something akin to a policy hangover as ideas move from conception to implementation.

the Paper discusses a number of problematic area that will be familiar to JTF readers

Flexibility versus control: There is a temptation to prescribe and legislate details of evaluations to ensure rigor and prevent evaluations from being watered down in implementation. But overly prescriptive policies may also limit school autonomy and stifle innovation that could lead to the development of better evaluations.

Evaluation in an evolving system: Poorly designed evaluation requirements could pose an obstacle to blended learning and other innovative models in which it is difficult or impossible to attribute student learning gains in a particular subject to a particular teacher.

Purposes of evaluations: New evaluation systems have been sold as a way both to identify and dismiss underperforming teachers and to provide all teachers with useful feedback to help them improve their performance. But there are strong tensions between these purposes that create trade-offs in evaluation system design.

Evaluating teachers as professionals: Advocates argue that holding teachers responsible for their performance will bring teaching more in line with norms in other fields, but most professional fields rely on a combination of data and managerial judgment when making evaluation and personnel decisions, and subsequently hold managers accountable for those decisions, rather than trying to eliminate subjective judgments as some new teacher evaluation systems seek to do.

Take one look at this evaluation framework that has been inspired by the Ohio legislature and one can see how prescriptive Ohio's teacher evaluation has become.

Ohio has also fallen into many of the traps this paper highlights. The failure to consider team worked teaching, a lack of focus and funding for professional development, and a lack of resources for administrators to provide adequate feedback, to name just a handful.

AEI offer some useful recommendations, some of which might be too late to implement in Ohio

Recognizing these tensions and trade-offs, this paper offers several policy recommendations:
  • Be clear about the problems new evaluation systems are intended to solve.
  • Do not mistake processes and systems as substitutes for cultural change.
  • Look at the entire education ecosystem, including broader labor-market impacts, pre- and in-service preparation, standards and assessments, charter schools, and growth of early childhood education and innovative school models.
  • Focus on improvement, not just deselection.
  • Encourage and respect innovation.
  • Think carefully about waivers versus umbrellas.
  • Do not expect legislation to do regulation’s job.
  • Create innovation zones for pilots—and fund them.

One might find it gratifying to read reasoned words of caution regarding corporate education reforms from some of the very people responsible for pushing them in the first place, and we can only hope we see more of it. But, it is hard not to suspect that this is the slow dawning of realization that is being drawn from the very real evidence of on-going struggles and failures in corporate education reform policies now being seen across the state and the country.
