Absurdity of Ohio VAM

The criticism of the Plain Dealer and NPRs Value-added series is beginning to pile up. Via Diane Ravitch's site

Fifty years ago Johns Hopkins sociologist James S. Coleman documented the most powerful factors affecting student achievement: the socio-economic background of children’s families and the concentration of poverty in particular communities.

Two years ago Duke economist Helen Ladd wrote: “Study after study has demonstrated that children from disadvantaged households perform less well in school on average than those from more advantaged households. This empirical relationship shows up in studies using observations at the levels of the individual student, the school, the district, the state, the country.”

A year and a half ago Stanford educational sociologist Sean Reardon documented that while in 1970, only 15 percent of families lived in neighborhoods classified as affluent or poor, by 2007, 31 percent of families lived in such neighborhoods. Reardon documents a simultaneous jump in an income-inequality achievement gap between very wealthy and very poor children, a gap that is 30-40 percent wider among children born in 2001 than those born in 1975.

Surely we can agree that poverty should not be an excuse. But blaming school teachers for gaps in scores on standardized tests, as the Plain Dealer does in “Grading the Teachers,” is not only cruel to the teachers singled out when scores are published—for example, Euclid’s Maria Plecnik, a previously highly rated teacher who will leave the profession this year— but foolish as public policy. Who will want to teach in our poorest communities with the system of Value-Added Measures that the Plain Dealer acknowledges, “do not account for the socioeconomic backgrounds of students as they do in some other states.”

Massachusetts Secretary of Education Paul Reville critiques the logic of those who would blame school teachers: “Some want to make the absurd argument that the reason low-income youngsters do poorly is that, mysteriously, all the incompetency in our education systems has coincidentally aggregated around low income students. In this view, all we need to do is scrub the system of incompetency and all will be well.”

Blaming teachers certainly gets the rest of us off the hook. If we can just fire teachers, we won’t have to fund schools equitably or adequately. We won’t have to address the impact of economic and racial segregation or the shocking 22 percent child poverty rate in America, the highest in the industrialized world.

Why Join the Future exists

This piece provides as good a rationale as we have read for why Join the Future exists

"The public common school is the greatest discovery made by man," said Horace Mann. There is a direct link between public education and this nation's civility among citizens, its standard of living and its pivotal position in the world community. Multiple forces, such as the greed associated with for-profit education ventures, the philosophy that education is primarily a private benefit instead of a common good and that sectarian and other private purposes, should be supported from the public largess are unraveling the public common school system. A massive focused, committed offensive is required to preserve the public common school.

During the common school movement in the early and middle 19th century, there were strong forces that opposed the implementation of a tax-supported education system, free to all the children of all the people. Some of the opponents wanted tax money for their sectarian and private purposes. Others opposed tax funds used for the education of the children of others but tolerated public education so long as the public cost was minimal.

The common school movement was successful in spite of strong opposition because the proponents were united and totally committed to the concept that quality educational opportunities should be provided for all children via the public common school system. Thus, the constitutional provision for a thorough and efficient system of common schools was adopted by Ohioans in the mid-19th century. This provision prodded state officials in every generation to enhance educational opportunities within the state system.

The priority for improving the public system changed in Ohio in the early 1990s when the governor joined forces with a current for-profit charter school kingpin to start the voucher and charter school programs. These programs began as "pilots" and thus most local public school personnel and advocates tended to ignore these public policy changes. "This isn't my problem since it doesn't affect me" seemed to be the view. Now that charters and vouchers have grown to the point of extracting about $1 billion from school districts this year, some are becoming concerned that the public common school is unraveling; however, many within the public school community have withdrawn by indicating, "This isn't my problem. 'They' will have to fix it."

HB 59 is a prime exhibit that it is not being fixed. The entire public K-12 common school community must become involved in fixing the problem. "They" are not going to rid the mischief in HB 59 but "we", if, united in the cause of the public common school, determine to do so.

The expansion of choice and short-changing of public K-12 school districts, inherent in HB 59, demand a collective response, immediately.

The cheating will continue until morale improves

Atlanta wasn’t an isolated incident. Neither was El Paso, or Washington, DC, or Columbus. A new General Accounting Office report demonstrates that cheating by school officials on standardized tests has become commonplace despite the use of security measures the report recommends. The only solution is one that Education Secretary Arne Duncan has so far refused—removing the high stakes attached to standardized testing.

The latest embarrassment is in Columbus, where this month Ohio State Auditor Dave Yost seized records at 20 high schools. This is part of a two-year-old investigation into “scrubbing” 2.8 million attendance records of students who failed tests. Yost has recently widened his investigation to look into whether school administrators also changed grades to boost graduation rates.

A GOA reportreleased May 16 recommends adopting “leading practices to prevent test irregularities.” However, the report reveals that while all states and the District of Columbia use at least some of the recommended best practices, 33 states had confirmed instances of test cheating in the last two school years. And states where the worst offenses are occurring already have adopted most of the practices identified in the report, making it unlikely that greater security will improve test integrity.

Ohio employs five of the nine security plans recommended by the GOA report. Atlanta, where the superintendent and 34 other educators were recently indicted for changing test answers, has adopted eight of nine security practices, as has Texas, where the former El Paso superintendant is now in federal prison for a scheme to encourage low-performing students to drop out. And Washington, D.C., where 191 teachers at 70 schools were implicated in a rash of wrong-to-right erasure marks on tests, uses every single security measure.

The Department of Education responded to the GAO’s findings by holding a symposium on test integrity and issuing a follow-up report on best practices and policies. But the federal government convening a meeting and issuing yet another report might be even less effective at stopping cheating than increased security.

The report also noted that linking awards and recognition to improving test scores and threatening the jobs of principals for low test scores “could provide incentives to cheat.” But at a conference of education writers in April, Sec. Arne Duncan denied that linking test scores to career outcomes could drive educators to criminally manipulate the system.

“I reject the idea that the system forces people to cheat,” he said.

Maybe so, but cheating now seems inherent in the system, and our Education Secretary seems incurious as to why. It’s even hard to get him to admit there is an epidemic of test cheating. Asked about the Ohio investigation, Duncan said, “I almost don’t know of another situation like this.”

"Education Reform" process must change

The recently adopted "education reform" process seems to follow these steps:

· State officials assume that any deficiencies in student test scores, behavior, work force readiness, college readiness, etc. are due to the lack of competence and dedication of boards of education, administrators, educators and staff in the public common school. (Of course, some of them believe poverty and home environment do not influence test scores, behaviors, etc.)

· State officials are provided model reform legislation by the American Legislative Exchange Council (ALEC) and seek advice from corporate leaders and others not working in the public common school system. A token representation of public education personnel may also be consulted.

· "Reforms" such as the parent trigger, vouchers, charter schools, mayoral control of schools, appointed commissions to assume part of the functions of boards of education, tuition tax credits, third grade guarantee, high stakes testing, replacement of teachers and administrators in "failing schools", A-F report cards, etc. are enacted with the expectation that these quick fixes will work wonders.

· In all cases the local education community typically attempts to comply with the state's reforms.

· When local educators and administrators don't fully embrace these untested "reforms", they are considered to be stuck in their old ways, resistant to change and not fit for the position they hold.

· Some state officials attempt to intimidate those who don't "buy-in" to the ever changing "reform" ideas. Then local education personnel are told that they would buy-in if they really would take the time to understand the "reform." · When the "reform" measures don't produce extraordinary results, the local education personnel are to blame and thus the system should be farmed out to the private sector.

We'd just add that by the time corporate reform ideas are proven to be failures (such as NCLB) the politiciand responsible for them are long gone and educators are left to pick up the pieces.

Adequately funding my school

JTF recently recieved this essay from Worthington City Schools senior, Hassan Mizra.

Education helps broaden the minds of young individuals to help them achieve success in the future. All across America students go to school to learn and prepare for their futures. Just imagine the students walking into a classroom with new desks with four stable legs, new chairs that aren’t cracked or missing parts and sitting down to their personal laptop provided by the school. This sounds like a school that most parents would want their children to attend. Wouldn’t it be great if all schools had all these? Wouldn’t it be fascinating if all students were able to partake in an improved quality of education for every school?

The state's previous budget cut public school funding by $1.8 billion, which ultimately hurt Ohio's public education system. Ohio Governor John Kasich introduced a new state budget, which proposed a reform of the school funding formula. The new budget promised more money to the less funded school districts, but the promise proved empty. But the Governor, through the Republican dominated legislature, is doing the exact opposite. They are continuing to underfund public schools while increase funding to charter schools and further pushing public education into the hands of private corporations.

For the 2011-12 school year, Worthington Schools received $54,952,536 all total funds, and Olentangy Local Schools received $50,863,323. These two districts are 2 of the best in central Ohio, where they benefit from higher than typical property valuations. An essential aspect for each of these districts' high ratings is because they receive the necessary funding that a public school district should have.

However, the underfunding of public schools in Ohio is an enormous issue that affects many people, especially students. There is a need to re-work the current formula used by Ohio to determine how school funds are disbursed and also to increase public support for education funding. Limited funds for public schools have primarily affected the poor and have put them at a disadvantage in getting a quality education. Whitehall, generally speaking, has a lower property valuation. The schools in Whitehall do not receive the sufficient funding they deserve as a public school district.

Unequal funding throughout the state demonstrates the unfairness some school districts face. Is it fair that schools that reside in low property valuation areas don’t have the necessities to educate their youth?

The reason that some schools can't do things like buy computers and maintain their buildings to begin with is because the school funding system is so ineffective. The US government pays only 7% of all school money, and the rest is up to the state and the local tax-payers. Whatever money the state won't pay is paid as school income tax or property taxes, which are higher or lower depending on how much the property is worth, and the incomes of the districts residents. But this means that schools in poor neighborhoods get little money while wealthy schools get nearly all they need.

The Governor needs to start funding public education fairly and adequately. According to the Ohio Association of Independent Schools (OAIS) the vast majority Ohio students, roughly 1.85 million attend public schools, so it would make sense for the Governor to turn his attention towards public education. Despite whether a child's parents are wealthy or poor, it is in everyone's interest to guarantee that America's future generations are both highly skilled and well educated.

Public schools neglected in favor of private choice expansion

"The public common school," Horace Mann said, "is the Greatest Discovery made by man." It constitutes a social compact established for the benefit of all the children of all the people, community by community, across Ohio and across America. It has been the primary force for the common good in America.

Although a state system in Ohio, required to be thorough and efficient by constitutional decree, it is operated at the community level by elected boards of education-the fourth branch of government. In spite of inadequate levels of state funding through the decades, the public common school in Ohio and throughout the nation has nurtured this country to which millions and millions in every generation have migrated.

The public common school, typically, on a modest and constrained budget, has attempted to meet the individual needs of students. Programs for vocational/technical training, programs for those with disabilities and special needs, have been a part of the common school fabric. Typically, education options have been limited by the fiscal resources available to school districts.

In the past two decades, the political will to maintain and strengthen the public common school, and thus the social compact, the common good, has dwindled in a frenzied untested "quick fix" strategy that is fueled by many who want to take public money to the altar of the god of school choice.

The public common school system, due to the transfer of resources from the system to private choices, is less able to provide for choice; hence, students within the public common school system are being denied choices due to choice expansion outside the system.

The school funding measures in HB 59 (school funding level and non-formula school funding formula) are detrimental to most school districts while favoring the school choice movement. The state has the constitutional responsibility to maintain and nurture the common school system, not give it away.

The 130th General Assembly should put a moratorium on the expansion of school choice and establish a bipartisan, bicameral legislative research committee to study the current choice program.
