The Arbitrary Albatross: Standardized Testing and Teacher Evaluation

On Chicago's streets and Hollywood's silver screens, education reform has been cast as a false dilemma between students and teachers. Reputable actresses and liberal mayors have both fallen prey. At the center of this drama lie teacher evaluations. A linchpin of the debate, they weigh especially heavily around the necks of educators like me.

Think: Shaky Foundation

With the arrival of spring, testing season is now upon us: America's new national pastime. I believe student results from standardized tests should not be used to evaluate teachers because the data are imprecise and the effects are pernicious. Including such inaccurate measures is both unfair to teachers and detrimental to student learning.

As a large body of research suggests, standardized test data are imprecise for two main reasons. First, they do not account for individual and environmental factors affecting student performance, factors over which teachers have no control. (Think: commitment, social class, family.) Second, high-stakes, one-time tests increase the likelihood of random variation so that scores fluctuate in arbitrary ways not linked to teacher efficacy. (Think: sleep, allergies, the heartache of a recent breakup.)

High-stakes assessments are also ruinous to student learning. They encourage, at least, teaching to the test and, at most, outright cheating. This phenomenon is supported by Campbell's law, which states statistics are more likely to be corrupted when used in making decisions, which in turn corrupts the decision making process itself. (Think: presidential campaigns.)

As a teacher, if my livelihood is based on test results, then I will do everything possible to ensure high marks, including narrowing the curriculum and prepping fiercely for the test. The choice between an interesting project and a paycheck is no choice at all. These are amazing disincentives to student learning. Tying teachers' careers to standardized tests does not foster creative, passionate, skillful young adults. It does exactly the opposite.

Senate budget - good, bad, ugly

The much anticipated Senate budget, when it comes to education policy, could be titled "The Good, the Bad and the Ugly". We've already discussed the ugly, let's take a look at the good and the bad.

The Good

The statewide parent trigger, proposed by the governor and eliminated by the house, is not proposed by the Senate either and appears dead, for now.

The Senate also includes a fix to HB555 and the onerous teacher evaluation provisions it contained. Here's what the fix proposes

Prescribes that the student academic growth factor must account for 35% (rather than 50% as under current law) of each evaluation under the standards-based state framework for evaluation of teachers developed by the State Board of Education and permits a school district to attribute an additional percentage to the student academic growth factor, not to exceed 15% of each evaluation.

Specifies that, when calculating student academic growth for a teacher evaluation, students who have had 30 or more excused or unexcused absences for the school year must be excluded (rather than excluding students with 60 or more unexcused absences as under current law).

Ohio Revised Code labels a student as a chronic truant if they are absent 14 days, so 30 days is still a high number of absences to allow, but it is certainly better than the ridiculous 60 days in current law. The reduction in the use of VAM to 35% from 50% is a welcome improvement.

The Governor proposed eliminating the single salary schedule, and the House concurred. The Senate however strikes this proposal from their budget. We suspect there will be pressure applied to put this back in. Educators and support professional should continue to apply their own pressure on legislators to keep it out.

The Senate also eliminated the home-school freeloading provision the House added that would have allowed home schoolers to participate in district extra-curricular activities at no expense.

The Bad

The Governor proposed a massive statewide voucher expansion effort, the House concurred, and the Senate has left the proposal in too. With massive opposition to this proposal we were a little surprised the Senate left this unnecessary proposal in their budget.

Charter schools get a number of additional free passes from the Senate, including an e-school exemption for phys ed., an additional qualifying condition for vouchers, and a provision that would make charter school closures more difficult as LSC notes it "May be more difficult to close community schools after July 1, 2013 (compared with current law after that date).". The Senate also eliminates a charter school teacher quality provision for charters populated primarily with students with disabilities. A number of other smaller provisions setting charter schools on a longer path to failure are also propsed by the Senate, such as:

Exempts students of chartered nonpublic schools accredited through the Independent School Association of the Central States from passing the end-of-course examinations as a prerequisite for graduation from high school.

The Charter school business doesn't contribute millions of dollars a year to Republican politicians for nothing.

The challenging

The Senate adds a new levy type aimed at school safety

Authorizes school districts to levy a property tax exclusively for school safety and security purposes. Requires the levy to comply with the same requirements that apply to general school district levies in excess of the 10-mill limitation.

A good intentioned proposal aimed at lowering violence in schools, but there should be concern that a safety levy might reduce local taxpayers appetites for funding levies for normal school operations, the core purpose of schools themselves. School districts will have to be mindful in how they approach this issue.

On Teacher Evaluation: Slow Down And Get It Right

One of the primary policy levers now being employed in states and districts nationwide is teacher evaluation reform. Well-designed evaluations, which should include measures that capture both teacher practice and student learning, have great potential to inform and improve the performance of teachers and, thus, students. Furthermore, most everyone agrees that the previous systems were largely pro forma, failed to provide useful feedback, and needed replacement.

The attitude among many policymakers and advocates is that we must implement these systems and begin using them rapidly for decisions about teachers, while design flaws can be fixed later. Such urgency is undoubtedly influenced by the history of slow, incremental progress in education policy. However, we believe this attitude to be imprudent.

The risks to excessive haste are likely higher than whatever opportunity costs would be incurred by proceeding more cautiously. Moving too quickly gives policymakers and educators less time to devise and test the new systems, and to become familiar with how they work and the results they provide.

Moreover, careless rushing may result in avoidable erroneous high stakes decisions about individual teachers. Such decisions are harmful to the profession, they threaten the credibility of the evaluations, and they may well promote widespread backlash (such as the recent Florida lawsuits and the growing “opt-out” movement). Making things worse, the opposition will likely “spill over” into other promising policies, such as the already-fragile effort to enact the Common Core standards and aligned assessments.

Michelle Rhee and the unproven teacher evaluation

The debate -- and that’s putting it nicely -- over the use of standardized test scores in teacher evaluations has always confused me, because the answer seemed so simple. One of the things we ask of teachers -- but just one thing -- is to raise those scores. So they have some place in the evaluation. But how much? Easy. Get some good evidence and base the decisions on that, not on guessing. The quality of education is at stake, as well as people’s livelihoods.

Much to my surprise, at a meeting with the editorial board this week, Michelle Rhee agreed, more or less. As one of the more outspoken voices in the school-reform movement, Rhee is at least as polarizing as the topic of teacher evaluations, and her lobbying organization, Students First, takes the position that the standardized test scores of each teacher’s students should count for no less than 50% of that teacher’s rating on performance evaluations.

But asked where the evidence was to back up that or any other percentage figure, Rhee agreed quite openly that it’s lacking.

Lawsuit filed over unfair teacher evaluations

The Washington Post is reporting on a lawsuit being filed by Florida teachers, that cold shake the foundations of a lot of teacher evaluation systems both in Florida, but across the country, including here in Ohio

A group of teachers and their unions filed a lawsuit on Tuesday against Florida officials that challenges the state’s educator evaluation system, under which many teachers are evaluated on the standardized test scores of students they do not teach.

The seven teachers who filed the lawsuit include Kim Cook, who, as this post explains, was evaluated at Irby Elementary, a K-2 school where she works and was named Teacher of the Year last December. But 40 percent of that evaluation was based on test scores of students at Alachua Elementary, a school into which Irby feeds, whom she never taught.

Kim Cook's story is very unneverving

Here’s the crazy story of Kim Cook, a teacher at Irby Elementary, a K-2 school which feeds into Alachua Elementary, for grades 3-5, just down the road in Alachua, Fla. She was recently chosen by the teachers at her school as their Teacher of the Year.

Her plight stems back to last spring when the Florida Legislature passed Senate Bill 736, which mandates that 40 percent of a teacher’s evaluation must be based on student scores on the state’s standardized tests, a method known as the value-added model, or VAM. It is essentially a formula that supposedly tells how much “value” a teacher has added to a student’s test score. Assessment experts say it is a terrible way to evaluate teachers but it has still been adopted by many states with the support of the Obama administration.

Since Cook’s school only goes through second grade, her school district is using the FCAT scores from the third graders at Alachua Elementary School to determine the VAM score for every teacher at her school.

Alachua Elementary School did not do well in 2011-12 evaluations that just came out; it received a D. Under the VAM model, the state awarded that school — and Cook’s school, by default — 10 points out of 100 for their D.

In this school district, there are three components to teacher evaluations:
1. A lesson study worth 20 percent. In the lesson study, small groups of teachers work together to create an exemplary lesson, observe one of the teachers implement it, critique the teacher’s performance and discuss improvement.
2. Principal appraisal worth 40 percent of overall score.
3. VAM data (scores from the standardized Florida Comprehensive Assessment Test scores for elementary schools) worth 40 percent of the overall score.

Cook received full points on her lesson study: 100 x .20 (20%) = 20 points
Cook received an 88/100 from her former principal: 88/100 x .40 (40%) = 35.2 points
On VAM data — points awarded by the state for the FCAT scores at Alachua Elementary School: 10/100 x .40 (40%) = 4 points
Total points that she received: 59.2 (Unsatisfactory)

We imaging this to be the first, not the last legal action against many of the provisions corporate education reformers are trying to cram into teacher evaluations.

Bill Gates Dances Around the Teacher Evaluation Disaster He Sponsored

No one in America has done more to promote the raising of stakes for test scores in education than Bill Gates.

Yesterday, Mr. Gates published a column that dances around the disaster his advocacy has created in the schools of our nation.

You can read his words there, but his actions have spoken so much more loudly, that I cannot even make sense out of what he is attempting to say now. So let's focus first on what Bill Gates has wrought.

No Child Left Behind was headed towards bankruptcy about seven years ago. The practice of labeling schools as failures and closing them, on the basis of test scores, was clearly causing a narrowing of the curriculum. Low income schools in Oakland eliminated art, history and even science in order to focus almost exclusively on math and reading. The arrival of Arne Duncan and his top level of advisors borrowed from the Gates Foundation created the opportunity for a re-visioning of the project.

Both the Race to the Top and the NCLB waivers processes required states and districts to put in place teacher and principal evaluation systems which placed "significant" weight on test scores. This was interpreted by states to mean that test scores must count for at least 30% to 50% of an evaluation.

The Department of Education had told the states how high they had to jump, and the majority did so.
