3rd grade reading guarantee changes again

The Ohio House finally moved SB21 out of committee. SB21 is the bill that tries to fix many of the problems raised by the initial third grade reading guarantee legislation. The Committee made a number of changes, but according to the bill's Sponsor, Sen. Peggy Lehner, she expects the Senate will agree with those changes.

According to a Gongwer report, the amendments made by the House include:

The omnibus amendment would add a requirement that all teachers providing reading guarantee services have at least one year of teaching experience unless they meet at least one of the bill's criteria to provide services and is mentored by a teacher with at least one year of experience, according to a Legislative Service Commission comparison document.

It also specifies teachers who qualify to provide services by virtue of a reading endorsement on their license must also have passed the State Board of Education-required assessment for the endorsement only "as applicable."

The latest version eliminates from the list of acceptable reading guarantee qualifications teachers determined by ODE as an "effective reading instructor" and teachers who completed a program from a list of scientifically researched-based reading instruction options.

The amended bill instead adds to the list of acceptable qualifications to include teachers:

  • Rated "most effective" for reading instruction for the last two years based on assessments of student growth measures developed by a vendor approved by the state board.
  • Rated "above expected value-added" for reading for the two most recent years per criteria established by ODE.
  • Holding an educator license for teaching grades PreK-3 or 4-9 issued on or after July 1, 2017. The omnibus amendment requires all new applicants for educator licenses for those grades pass an exam aligned with reading competencies established by the state board.

The state board is required to adopt those competencies Jan. 31, 2014 under the bill, and must cover all reading credentials and training that include an understanding of phonemic awareness, phonics, appropriate use of assessment, appropriate instruction materials, among others.

Starting July 2014, alternative credential and training that qualify a teacher to instruct students identified by the reading guarantee would be aligned with the reading competencies, according to LSC.

Those teachers who do not meet the listed qualifications nor have one year teaching experience would be permitted to provide reading guarantee services if he or she holds an alternative credential or has successfully completed training using research-based reading instruction approved by ODE.

The omnibus amendment also puts in place ramifications for schools that fail to perform on reading aspects of the state report card. Schools would be required to submit improvement plans to ODE if they receive a D or F on the K-3 literacy progress measure and less than 60% of their students who took the third-grade English language arts assessment attained at least a proficient score, according to LSC. Submission of improvement plans would start in 2016.

A school could cease submitting an improvement plan if it receives a grade of C or better on the K-3 literacy measure or at least 60% of students taking the third-grade ELA exam scored proficient or better.

Other changes made in the omnibus amendment include:

  • An exemption from the reading guarantee for those limited English proficient students who have been enrolled in U.S. schools for fewer than three years and who have had less than three years instruction in an English as a second language program. Current law exempts those with fewer than two years.
  • Allowing schools unable to meet personnel requirements to request a staffing plan beyond the 2013-14 school year. Those submitting plans must also report on progress the school has made in meeting requirements of the law.
  • Requiring ODE to study diagnostic assessments for reading and writing in grades K-3 that might be considered for approval by the state board.

Why are Ohio's charter schools so poor?

In a previous post we took a look at the difference in performance between Ohio's traditional public schools and their charter school counterparts, and discovered a wide and growing gap. Why does this gap exist?

One of the clear reasons is in the quality of the workforce. Ohio's traditional public schools have invested a lot of time and money developing an experienced, highly qualified teacher workforce, an investment that Ohio's charter schools have resisted or failed to developing.

Steve Dyer at Innovation Ohio took a look at the latest teacher data made available by ODE and discovered that the typical (i.e. the mode) charter school teacher has 0 years of experience, while their traditional school counterpart had 14 years of experience. We took a look at this too, and came to the same conclusion.

Our analysis also showed that the average level of experience of a charter school teacher is only 4.9 years, while in traditional schools that figure is over 14 years.

Dyer also discovered, what he called "two equally stunning statistics"

1) The average Traditional Public School building has about 2/3 of its teachers with a masters degree. The average Charter School building has about 1/3 of its teachers with a masters degree.

2) About 1 out of 3 Charter Schools in Ohio have at least some core courses taught by someone with a temporary teaching certificate. Of the more than 3,200 Traditional Public School buildings in the report card data, not a single one has core courses taught by teachers with temporary certificates.

Furthermore, over 10% of Ohio's charter schools have class sizes greater than 25 students per teacher, 20 of them more than 30 students per teacher!

The major innovation attempted by Ohio's charter school community has not been to find ways to deliver higher quality education, but instead to find ways to minimize teacher costs in order to maximize profits. This is made very clear when once looks at this experience and qualification differences, education outcome quality differences and the subsequent difference in average salaries where the charter school average is $33,993 and traditional schools $57,303.

Survey shows disturbing patterns

The latest Metlife survey, conducted annually since 1984, shows educators under incredible stress as they cope with large budget cuts coupled with increased demands.

The whole survey is worth a read, but we've pulled out some of the most important findings.

Principals and Teachers Give Positive Ratings to the Job Teachers Are Doing

Nearly all principals (98%) give positive ratings to the classroom teachers in their school. This level is similar to the ratings provided by principals in 1986 (95%). The majority of principals (63%) say that their teachers are doing an excellent job and an additional 35% describe the job teachers are doing as pretty good.

In contrast to teachers’ ratings of their principals, the most experienced principals are most likely to rate their teachers highly. Principals with more than 10 years’ experience as a principal are more likely than those with six to 10 years’ experience or those with five years’ or less experience to rate the classroom teachers in their school as excellent (72% vs. 56% vs. 59%).

Of course corporate education reformers will continue to claim too many teachers are not performing in the classroom, despite all the available evidence.

As a consequence of the relentless teacher bashing, and budget cuts, politicians are causing serious moral problems with the workforce, as is evidenced in the next two findings

Teacher Job Satisfaction Continues to Decline

Teacher satisfaction has declined to its lowest point in 25 years and has dropped five percentage points in the past year alone, from 44% to 39% very satisfied. This marks a continuation of a substantial decline noted in the 2011 MetLife Survey of the American Teacher; teacher satisfaction has now dropped 23 percentage points since 2008.

Stress among teachers has increased since 1985

In 1985—the last time this question was asked and when job satisfaction was also low—more than one-third (36%) of teachers said they felt under great stress at least several days a week. Today, that number has increased; half (51%) of teachers feel under great stress at least several days a week. Elementary school teachers experience stress more frequently.

They are more likely than middle school or high school teachers to say they feel under great stress at least several days a week (59% vs. 44% vs. 42%). The increase since 1985 in the number of elementary school teachers who experience great stress at least several days a week is also noteworthy—59% today compared to 35% in 1985

Corporate reformers are also having negative impacts on Principals too

Most principals say that their responsibilities today have changed compared to five years ago and that the job has increased in complexity

Moreover, three-quarters (75%) of principals agree that the job of the principal has become too complex, a view shared by principals regardless of demographic characteristics such as school level, school location, the proportion of low-income or minority students, or the proportion of students performing at or above grade level in English language arts and math.

Half (48%) of principals feel under great stress several days a week or more. This finding is perhaps not surprising given the previously cited results that most principals feel their jobs are too complex, their responsibilities have changed during the past five years, and that they have a high degree of accountability with varying levels of control over decisions

The ever increasing Rube Goldberg machines being constructed by corporate education reformers is making the job of principal all but impossible. The survey notes

It is important to note that as educators begin to implement new, higher standards, many face other competing mandates related to teacher and student assessment as well as decreasing teacher morale,and reductions in budgets and other resources such as staff, professional learning opportunities, and time for collaboration.

When asked about limited resources and what would help them most in addressing the needs of diverse learners, majorities of teachers consistently say other teachers. In 2009, nine in 10 teachers agreed that other teachers contribute to their success in the classroom, including 51% who strongly agreed. Most teachers and principals also said that greater collaboration among teachers and school leaders would have a major impact on improving student achievement.

Given limited resources, teachers believed opportunities for collaborative teaching would have a major impact on their ability to address different learning needs of individual students.

Yet most teachers continued to report that their time to work with other teachers remained the same or had been reduced.

On top of these strains being faced by teachers, the strains being felt by principals is leading to teachers taking on additional leadership roles

As the job of the principal has become more complex with the need to balance instructional leadership, high-stakes accountability, and non-academic management, the survey has documented the emergence of teachers more prominently as leaders in their schools, districts and beyond. The voice of the teacher as an educator has also become a voice of leadership in education.

Teachers Are School Leaders; Many Have a Formal Leadership Role in Their School Half (51%) of teachers currently have a formal leadership role in their school, such as department chair, instructional resource, teacher mentor, or leadership team member. Teachers who have a formal leadership role are more experienced; they are more likely than other teachers to have at least six years of teaching experience (86% vs. 73%). These teacher leaders are also more likely to report that their school’s budget has decreased during the past 12 months (60% vs. 51%), perhaps reflecting a greater need among these schools to have teachers take on more responsibilities.

In the context of additional challenges for leading schools toward greater improvement, the continuing decline in teacher morale identifies itself as an urgent priority. During a time when expectations and standards are increasing for effective teaching and learning, teacher morale is yet another declining resource, one that is associated with schools with diminished budgets and other resources, fewer students meeting standards and fewer colleagues highly rated for how well they are doing their job. Teacher leadership emerges as a potential resource for translating big challenges into opportunities, served by hybrid roles for teachers as leaders and as a method for addressing professional growth and satisfaction.

It's time that politicians began to properly value and respect their most valuable asset the education system has - the educators who work in it.

Studies show unionized charters are desperately needed

Bill Sims, president and CEO of the Ohio Alliance for Public Charter Schools said, in defense of charter school teachers poor pay and conditions, "Charter school teachers often are making less than district teachers but because they tend to be smaller schools, with smaller classrooms, less bureaucracy, they officer[sic] a pay in 'psychic salary' that more often than not makes up the difference". If this is true, why do so many charter school teachers quit? Indeed, study after study has found that charter school teachers leave at alarming rates, with pay and poor conditions often cited as the main reason.

The Ohio Collaborative, an educational research group initiated by the Ohio Board of Regents and housed at Ohio State, produce a study in 2005 which found

Nearly half of the teachers in Ohio's charter schools quit their jobs each year, with the majority leaving teaching altogether, according to a new study.

From 2000 to 2003, between 44 and 52 percent of charter school teachers quit their positions each year. Few took other jobs in teaching.

In comparison, between 6 and 11 percent of teachers in traditional public schools left their positions during each of those years. Even in major urban, high poverty public schools, the teacher attrition rate was only between 9 and 19 percent.

The results showed many areas of concern, Opfer said.

For example, charter schools had an average of 30 pupils for each teacher in 2004, compared to 19 pupils per teacher in traditional public schools. The pupil-teacher ratio in charter schools increased significantly from 2003, when there were 24 pupils per teacher.

Class sizes that are almost twice the size of traditional schools puts lie to the claim by Bill Simms that charter teachers enjoy smaller class sizes. His entire defense of poor pay and conditions in charter schools is falling apart or looks absurd ('Psychic pay').

Other studies have found the same problems, time and time again in Charter schools. Poor pay and working conditions causing high rates of attrition - that is, high rates of charter school teachers quitting to find jobs more rewarding, both professionally and economically.

A 2007 study, titled "Teacher Attrition in Charter Schools", by The Great Lakes Center for Education Research & Practice, found

  • The single background characteristic that strongly predicted teacher attrition was age: younger teachers in charter schools are more likely to leave than older teachers. No significant attrition differences appeared between males and females or for African-American teachers.
  • Among teacher qualification variables, the best predictors were “years of experience” and “years at current school.” Teachers with limited experience were significantly more likely to leave their charter schools. (It is presumed that many of these inexperienced teachers moved to teaching jobs in other schools.).
  • Certification was also significant. Attrition was higher for noncertified teachers and for teachers who were teaching outside their certification areas; this situation may be related to the No Child Left Behind act’s pressure for ensuring teaching staff meet its definition of “highly qualified.”
  • Other strong and significant factors included teachers’ relative satisfaction/dissatisfaction with the school’s: 1) mission, 2) perceived ability to attain the mission, and 3) administration and governance. Generally, teachers who left were also routinely less satisfied with: curriculum and instruction; resources and facilities; and salary and benefits. It appeared that teachers who were not satisfied were leaving or were being asked to leave.

These findings prove that experience does matter, and so does education and certification - contrary to many claims made by corporate education reformers. This study made the following recommendations for improving this serious rate of attrition

  • Efforts should be made to strengthen teachers’ sense of security as much as possible.
  • Efforts should be made to increase teachers’ satisfaction with working conditions, salaries, benefits, administration, and governance.

Efforts that could easily be achieved by organizing charter school teachers and the subsequent use of collective bargaining.

The National Center of School Choice, at Vanderbilt University produced a study in 2010, again finding the same results, with the same set of problems

The rate that teachers leave the profession and move between schools is significantly higher in charter schools than in traditional public schools.
  • Charter schools that are started from the ground up experience significantly more attrition and mobility than those converted from traditional public schools.
  • Differences in teacher characteristics explain a large portion of the turnover gap among charter and traditional public school teachers.
  • Dissatisfaction with working conditions is an important reason why charter school teachers are significantly more likely to switch schools or leave the profession.
  • Involuntary attrition is significantly higher in charter schools.

Taken one by one - conversion schools, those that might have had some collective bargaining history, or in a handful of cases, still do, are less affected than start up schools where teachers can be treated as temporary help. Experience and certifications matter, so too does poor pay and working conditions offered by most charter schools, and employees have little or no job security and work at will.

These are all serious problem which can be resolved easily through collective bargaining. The studies results prove it

The odds that a teacher in a charter school will leave the profession are 230 percent greater than the odds that a teacher in a traditional public school in their state will do so.

In the charter schools, nearly a quarter of the teachers ended up leaving by the end of the school year, 14 percent of them leaving the field altogether and 11 percent transferring to another school.

By comparison, the average turnover rate in the regular public schools in the same states was around 14 percent. Half the departing teachers were leavers and half were switchers.

So when corporate education reformers, and charter school boosters like Terry Ryan at the Fordham Institute claim "unionized charters would be a setback for Ohio’s school improvement efforts", they need to go deeper than simple rhetoric and address these serious problems of massive teacher attrition at the schools they are promoting. Bill Simms, CEO of the Ohio Alliance for Public Charter Schools, need to stop pretending charter schools are some great place for predominantly young, inexperienced, underpaid teachers to be working, and instead begin to formulate ways in which working conditions can be improved in order to attract and retain great teachers for charter students to benefit from.

OEA has it right, it's time to organize some charter schools and see what impact improved conditions has upon charter quality - this kind of experimentation after all is what charter schools were designed to test. They certainly weren't designed to maximize profits as some proponents, operators and authorizers have come to believe.

Politics and Education Don't Mix

Governors and presidents are no better suited to run schools than they are to run construction sites, and it's time our education system reflected that fact.

A central flaw of corporate paradigms, as is often noted in popular culture, is the mind-numbing and dehumanizing effect of bureaucracy. Sometimes we are horrified and sometimes we laugh, but arguments for or against the free market may be misguided if we fail to address bureaucracy's corrosive role in the business model.

Current claims about private, public, or charter schools in the education reform movement, which has its roots in the mid-nineteenth century, may also be masking a much more important call to confront and even dismantle the bureaucracy that currently cripples universal public education in the U.S. "Successful teaching and good school cultures don't have a formula," argued legal reformer Philip K. Howard earlier in this series, "but they have a necessary condition: teachers and principals must feel free to act on their best instincts....This is why we must bulldoze school bureaucracy."

Bureaucracy, however, remains an abstraction and serves as little more than a convenient and popular target for ridicule -- unless we unpack what actions within bureaucracy are the sources for many of the persistent failures we associate erroneously with public education as an institution. Bureaucracy fails, in part, because it honors leadership as a primary quality over expertise, commits to ideological solutions without identifying and clarifying problems first, and repeats the same reforms over and over while expecting different results: our standards/testing model is more than a century old.

Public education is by necessity an extension of our political system, resulting in schools being reduced to vehicles for implementing political mandates. For example, during the past thirty years, education has become federalized through dynamics both indirect ("A Nation at Risk" spurring state-based accountability systems) and direct (No Child Left Behind and Race to the Top).

As government policy and practice, bureaucracy is unavoidable, of course. But the central flaw in the need for structure and hierarchy is that politics prefers leadership characteristics above expertise. No politician can possibly have the expertise and experience needed in all the many areas a leader must address (notably in roles such as governor and president). But during the "accountability era" in education of the past three decades, the direct role of governors and presidents as related to education has increased dramatically--often with education as a central plank in their campaigns.

One distinct flaw in that development has been a trickle-down effect reaching from presidents and governors to state superintendents of education and school board chairs and members: people who have no or very little experience or expertise as educators or scholars attain leadership positions responsible for forming and implementing education policy.

The faces and voices currently leading the education reform movement in the U.S. are appointees and self-proclaimed reformers who, while often well-meaning, lack significant expertise or experience in education: Secretary of Education Arne Duncan, billionaire Bill Gates, Michelle Rhee (whose entrance to education includes the alternative route of Teach for America and only a few years in the classroom), and Sal Khan, for example.

Experience Counts

Among the more bizarre trends in education reform debate has been the emergence of an argument that experience doesn’t really matter. The problem appears to be that some researchers have not found ways to measure the importance of experience very effectively, and so, cheered on by cost-cutting and union-bashing allies, they tell us that after the first few years, teacher experience doesn’t matter. They have the test scores to prove it, they say.

I’m not here to argue the opposite. I’ve seen new teachers who have a skill set that rivals some of their veteran colleagues. However, I’ve never met a teacher who didn’t believe they could still improve. After all, we’re in the learning business. With experience comes not only time to learn more content and more pedagogy, but also to learn more about children, psychology and brain neurology, about working effectively with peers, administrators, and the community.

Think of other professions, and let me know if you know of any where experience isn’t valued. If education research isn’t showing the value of experience, then I think we should be asking questions like, “What’s wrong with their research methods? What’s wrong with the measures they’ve chosen? What’s wrong with schools and education systems that they can’t put experience to better use?”

This morning, I heard an interesting story about the oil industry, and the experience gap that is emerging among its engineers and other workers. To my untrained eye, this seems like an industry where experience wouldn’t matter. You’re dealing with physics, chemistry, machinery, manual labor – does the oil rig know or care how old or how experienced the workers are? Is there any chance that the properties of oil are unpredictable? If you can build, repair, or operate machinery in another industry, is the oil industry machinery so different?
