Right To Work Is A Lie — It's No Rights At Work

More on "Right to work" being a lie.

Supporters of so-called “right to work” laws argue that they advocate for a cause whose noble aim is to advance personal liberty and promote economic growth. They wield buzz words like “freedom” and “choice” for their messaging. They opine that too many workers needlessly suffer because corporate America cannot free itself from the shackles of greedy labor unions. A non-critical eye may see a movement that champions freedom and offers hope. However, if you look just beneath the surface of the “right to work” cause, you will see a campaign that is built on distortions and predicated on lies and whose unstated purpose would undermine workers’ safety, economic security and well-being. The true goal of right to work is to put more money into the pockets of corporate shareholders. The consequence of these purposes, whether intended or unintended, is a diminished middle class.

Right to work (RTW) does not provide a financial benefit to workers. It hurts them – financially and physically. A viable labor movement is the best way to advance the wellbeing of the middle class. Here’s what the empirical research shows in terms of worker compensation and workplace safety:

  • The average worker in a RTW state earns about $1,500 less per year than a person working in a non-RTW state.
  • Unions raise worker pay by roughly 20 percent.
  • In Ohio, teachers working in non-union charter schools receive annual salaries that are about $16,000 less than those paid to traditional public school teachers. The gap is even larger when compared to what for-profit charter schools pay their teachers.
  • The rate of employer-sponsored health insurance and pensions is lower in RTW states.
  • Worker fatalities in the construction industry are 34 percent higher in RTW states.

Economic development is not enhanced by RTW legislation. In fact, the enactment of RTW laws almost certainly hinders growth and prosperity:

  • Research finds no relationship between the presence of a RTW law and state unemployment rates, per capita income or job growth.
  • When asked what influences their plant-location decision process, RTW is not an important criterion for small manufacturers.
  • Low-wage workers result in lower tax revenues, putting infrastructure needs and education and other publicly funded services at risk.
  • Lower wages also mean less spending by consumers, which stunts economic expansion.
  • States with the lowest percentage of workers in unions have relatively weak middle classes.

In addition to fewer, lower paying, less safe jobs and an erosion of infrastructure and decreased levels of public services, RTW robs our country of its democratic principles. Research shows that a weakened labor movement results in lower voter turnout and less participation by ordinary citizens in the political process. Maybe that is exactly what the RTW folks want; a means of keeping the political cronies of the richest in power so their interests will be forever served. Right to work is a carrot for a select few at the top of the economic food chain and a stick for everyone else.

Losing Sway

If the Yes On 2 campaign is truly about anything, it is about who has the most sway over who represents us. Few would argue that it should be the voters themselves, little surpise then that the Yes On Issue 2 campaign calls itself Voters First.

In reality, voters have the least sway over who gets to represent them. This is demonstrated with 2 very simple examples.

Example 1, Jim Renacci: The 13 minute Man

We know that our Republican politicians gerrymandered state legislative and Congressional districts behind closed doors, in a hotel room nicknamed “the bunker,” intentionally hiding the process from the public. These actions make many citizens wonder what exactly occurred in that room to cause their legislators to be so secretive.

A member of Speaker Boehner’s staff, Tom Whatman, sent an e-mail to NRCC staffer Adam Kinciad, and others in charge of drawing the new districts, requesting a last minute change to District 16 by adding a large business. Then, within 13 minutes of the first e-mail, the NRCC staffers had already responded that Timken would now be in Renacci’s district, no problem, no questions asked.

In our second example, Urban Voters Lose Out in Ohio’s 1st Congressional District

So how can someone like Steve Chabot, so seemingly wrapped up in suburban identity politics, be the Congressional Rep for a district that includes a major city like Cincinnati? This happens through a combination of gerrymandering, overt discriminatory voting policies, the overall loss of 2 Congressional Districts statewide, and shrinking populations in Ohio’s cities. Check out what Ohio’s Republican state legislature and governor have done to Ohio’s First Congressional District over the years… the graphic below shows where in the congressional redistricting based on Census 2010, the Republican state legislature went completely out of their way to tack on the staunchly Republican Warren County to the 1st District, and in the process, further weakening the voice of Cincinnati’s residents in speaking up for their share of federally-funded projects (this boundary will go into effect beginning with the 113th Congress starting in 2013).

Clearly, just from these 2 example, of which there are many more, our redistricting process is broken. We have waited year after year for politicians in Columbus to fix this rigged system, but they have failed us. Now we have an opportunity to fix the system ourselves, by voting Yes On Issue 2.

Voters First’s proposal will create an Independent Citizens Commission. Politicians, lobbyists and political insiders are prohibited from serving on the commission. The Commission’s work will be open and it will be accountable to the public. The Commission will empower voters to choose their politicians instead of politicians picking their voters.

  • Citizens, Not Politicians. Instead of the current procedures (in which politicians draw district boundaries that unfairly favor their own party and/or protect incumbents), a 12-member Citizens Commission will create the districts. Any member of the public can submit a plan for consideration.
  • Openness and Transparency. All meetings, records, communications and draft plans of the Commission must be open to the public. No more backroom deals.
  • Balance and Impartiality. The Citizens Commission will include equal numbers of Republicans, Democrats and independents, and the approval of at least seven of the twelve members of the commission will be required for the adoption of any plan. This will ensure that the final plan fairly represents all Ohioans, not just those currently in power.
  • Community Representation. Districts will be created that are geographically compact, and which minimize the division of counties, townships, municipalities and wards between different districts.
  • Accountability & Competitive Districts. Politically balanced districts will be created, rather than “safe districts” which make it difficult or impossible for voters to hold elected officials accountable.
  • Fairness. To the greatest extent possible, the share of districts leaning toward a party will reflect the political preferences of the voters of Ohio.

Voters First - Issue 2 - ballot language

The Ohio ballot board, in a partisan split decision chose the following as the language that will appear as Issue 2 (Voters First) on the November 6th ballot.

Proposed by Initiative Petition
To add and repeal language in Section l,3,4,6,7,9 and 13 of Article XI, repeal Sections 8 and 14 of Article XI, and add a new Section 16 to Article XI of the Constitution of the State of Ohio

A majority yes vote is necessary for the amendment to pass.

The proposed amendment would:

1. Remove the authority of elected representatives and grant new authority to appointed officials to establish congressional and state legislative district lines.

2. Create a state funded commission of appointed individuals from a limited pool of applicants to replace the aforementioned. The Commission will consist of 12 members as follows: four affiliated with the largest political party, four affiliated with the second largest political party and four not affiliated with either of the two largest political parties. Affirmative votes of 7 of 12 members are needed to select a plan.

3. Require new legislative and congressional districts be immediately established by the Commission to replace the most recent districts adopted by elected representatives, which districts shall not be challenged except by court order until the next federal decennial census and apportionment. In the event the Commission is not able to determine a plan by October 1, the Ohio Supreme Court would need to adopt a plan from all the plans submitted to the Commission.

4. Change the standards and requirements in the Constitution for drawing legislative and congressional districts.

5. Mandate the General Assembly to appropriate all funds as determined by the Commission including, but not be limited to, compensating:
1. Staff
2. Consultants
3. Legal counsel
4. Commision members

If approved, the amendment will be effective thirty days after the election.

Voters first has filed a lawsuit, claiming the ballot language is incomplete

The wording, for example, omits any references to requirements that the commission draw fair districts that reflect the political preferences of Ohio voters.

The ballot language "does not properly identify the substance of the proposal to be voted upon" and was written "to mislead, deceive or defraud the voters," the lawsuit says.

Shady group secretly plots against voters

According to Gongwer, a "by-invitation-only" meeting of lobbyists and political insiders was held Tuesday morning at a private club in Columbus by a group seeking to oppose the Voters First Amendment.

The meeting was sponsored by Protect Your Vote Ohio. Voters First responded to this new revelation

"Today's backroom meeting at a private club is yet another example of the broken political system where politicians, lobbyists and insiders rig districts for their own benefit-and exactly why we need this reform," Ms. Turcer. "The hosts of this meeting are the same people who spent months in a hotel room they called 'the bunker,' drawing political boundaries to benefit themselves. It's no surprise that they'll say or do anything to protect their own power."

The Dayton Daily News gets the scoop on who some of the people are who are forming this shady group

Protect Your Vote solicited the help of state lobbyists Tuesday during a private event at the Capital Club in Columbus, according to an invitation obtained by the Dayton Daily News. The campaign organizers listed on the invitation include fundraisers and others with ties to the Republican elected officials who had a hand in drafting the new boundaries.

Campaign Manager Brandon Lynaugh declined Tuesday to comment on the fundraiser and other Protect Your Vote activities.

One of the finance consultants listed on the invitations, Ray DiRossi, was paid $105,000 to assist elected officials in drawing the boundaries last year. Another consultant, Pamela Hashem, is a major fundraiser for U.S. House Speaker John Boehner, R-West Chester Twp.

Secrecy is no stranger to these people and the politicians they serve to keep the political system working for everyone but voters.

According to the Ohio Redistricting Transparency Report released this afternoon, Republican lawmakers at the state house implemented a strategy of deliberate secrecy to withhold information from the public about redistricting efforts. The documents paint a picture of lawmakers who purposely operated in a legal gray area to prevent their actions from ever being made public.

For months, Republican lawmakers and staff meet in secret to work on redistricting efforts in possible violation of Ohio’s open meetings law. The documents show a Republican party that are so obsessed with privacy that they used taxpayer dollars to rent a secret hotel room in Columbus that was used as a location to meet on redistricting issues.

Why Don’t Politicians Listen To Us?
Our politicians are going into backrooms to draw districts that benefit themselves—to ensure their own re-elections without being accountable to the voters. In order to gain political advantage, they have created bizarre districts that zigzag across Ohio and split apart numerous cities and counties. And then within three months of adopting new congressional districts, the politicians exchanged new maps in secret, changed the districts again, and even changed the date of the election! Leaving politicians in charge of drawing their own districts is like letting the fox guard the henhouse. For decades, politicians have protected their jobs and their friends through backroom deals on redistricting. This amendment puts a non-partisan citizen commission of Ohioans in charge.

Ohio is an evenly divided state politically, which should prevent either political party from dominating unfairly. But redistricting by politicians means that we have few competitive districts and whichever party is in control draws districts that favor their party. We need an independent citizen commission, not redistricting controlled by any one party.

Incumbent politicians have been drawing these lines to serve their own self-interests at the expense of the people’s collective interest. We the people have to take back this power by seizing the pen away and drawing the districts ourselves. The (redistricting) plan was secretly drawn, the public hearings were a sham and it’s very clear that the sole goal was to maximize partisan advantage. What Can We Do?
Voters first is led by a coalition of nonpartisan groups and people from across Ohio. It was created to take the power over drawing our congressional and legislative districts out of the hands of the politicians and put it in the hands of the people. It will give regular Ohioans a stronger voice in our democracy and provide them more control over their representation in Washington and Columbus.

How to Buy and Sell School Reform

If you want to change government policy, change the politicians who make it. The implications of this truism have now taken hold in the market-modeled “education reform movement.” As a result, the private funders and nonprofit groups that run the movement have overhauled their strategy. They’ve gone political as never before—like the National Rifle Association or Big Pharma or (ed reformers emphasize) the teachers’ unions.

Devolution of a Movement

For the last decade or so, this generation of ed reformers has been setting up programs to show the power of competition and market-style accountability to transform inner-city public schools: establishing nonprofit and for-profit charter schools, hiring business executives to run school districts, and calculating a teacher’s worth based on student test scores. Along the way, the reformers recognized the value of public promotion and persuasion (called “advocacy”) for their agenda, and they started pouring more money into media outlets, friendly think tanks, and the work of well-disposed researchers. By 2010 critics of the movement saw “reform-think” dominating national discourse about education, but key reform players judged the pace of change too slow.

Ed reformers spend at least a half-billion dollars a year in private money, whereas government expenditures on K-12 schooling are about $525 billion a year. Nevertheless, a half-billion dollars in discretionary money yields great leverage when budgets are consumed by ordinary expenses. But the reformers—even titanic Bill and Melinda Gates—see themselves as competing with too little against existing government policies. Hence, to revolutionize public education, which is largely under state and local jurisdiction, reformers must get state and local governments to adopt their agenda as basic policy; they must counter the teachers’ unions’ political clout. To this end, ed reformers are shifting major resources—staff and money—into state and local campaigns for candidates and legislation.

Jonah Edelman, CEO of Stand for Children ($5.2 million from Gates, 2003-2011), sums up the thinking: “We’ve learned the hard way that if you want to have the clout needed to change policies for kids, you have to help politicians get elected. It’s about money, money, money” (Wall Street Journal, November 3, 2010).*
