Poll: Educators Support Stronger Laws to Prevent Gun Violence

Results of a new poll by the National Education Association (NEA) show educators support stronger gun laws to prevent gun violence and keep children safe. The poll comes as the White House is scheduled today to make public the recommendations of a task force led by Vice President Biden. The poll of the nation’s teachers, faculty and education support professionals comes one month after the shooting at Sandy Hook Elementary School in Newtown, Conn., that claimed the lives of 20 children and 6 adults, including educators. NEA polled 800 of its members nationwide during the period of January 9-10, 2013.

“The senseless tragedy in Newtown was a tipping point and galvanization for action,” said NEA President Dennis Van Roekel. “As educators, we have grieved too long and too often—for the children killed, their families and heroic educators. Now more than ever we need to do what is necessary, including enacting stronger laws to prevent gun violence, to make sure every child in our nation’s public schools has a safe and secure learning environment.”

Key Findings:

  • Educators overwhelmingly support stronger laws to prevent gun violence. Nearly two-thirds (64 percent) of NEA members polled feel gun laws in the U.S. should be made stricter, compared to 7 percent who believe they should be less strict.
  • NEA members polled support background checks and bans on assault weapons and high capacity magazine clips.
  • 90 percent of NEA members favor a proposal to require background checks before people can buy guns at gun shows or from other private sellers, including 85 percent who strongly back this proposal.
  • 76 percent of NEA members support a proposal to ban the sale and possession of military-style semi-automatic assault weapons to everyone except the police and military, including 70 percent who strongly favor this proposal.
  • 69 percent of NEA members back a proposal to ban the sale and possession of high capacity magazine clips, which allow some guns to shoot more than 10 bullets before they need to be reloaded, including 64 percent who strongly support this proposal.
  • America’s educators resoundingly reject the notion of arming school employees. Only 22 percent of NEA members polled favor a proposal to allow teachers and other school employees to receive firearms training and allow them to carry firearms in schools, while 68 percent oppose this proposal (including 61 percent who strongly oppose it.)

Poll: Americans feel good about teachers

The 44th Annual PDK/Gallup Poll on public schools has some interesting findings. The very first question the poll asks

Going back 10 years to 2002, we combined the responses that include discipline concerns, such as fighting, gang violence, and drugs. In 2002, these were the biggest problems identified by 39% of Americans. Today, just 10 years later, only 14% of Americans mentioned concerns about fighting, drugs, and poor discipline. This year, as in the last few years, lack of funding was by far the most common single response Americans cited as the biggest challenge facing schools in their communities. Parents were even more unified that lack of funding was the No. 1 challenge facing schools.

A further question explored sentiment to improving urban schools

Ninety-seven percent believe it’s very or somewhat important to improve the nation’s urban schools, indicating a strong continuing commitment, and almost two of three Americans said they would be willing to pay more taxes to provide funds to improve the quality of the nation’s urban schools. However, there was a clear difference of opinion between Republicans (41% in favor) versus Democrats (80% in favor) on the taxation question.

It's hard to get 97% of Americans to agree on pretty much anything, so to have that, and 2 out of 3 citizens wanting to increase taxes to address it, one might be forgiven for thinking we're talking about apple pie not urban education. A tip of the hat must also be given for recognition that our education system is unequal

On teacher evaluations, there is a significant divide

Americans are evenly divided on whether states should require that teacher evaluations include how well a teacher’s students perform on standardized tests, and this finding is consistent across all demographic groups. Clearly, American opinion on this doesn’t match the massive effort under way in many states and school districts to do so. Of the 52% who favor including students’ performance on standardized tests in teacher evaluations, almost half said this should constitute between one-third and two-thirds of the teacher’s evaluation.

Considering that people have only heard from one side of the debate on this, and have yet to see the consequences of these corporate education reform policies, this is likely to be a high water mark.

On the subject of teachers, few professions garner as much trust as teachers

Remaining constant over a series of years, 71% of Americans have trust in teachers, despite constant efforts to tear them down by corporate education reformers and their billionaire and media supporters .

What a wonderful shot in the arm this year’s survey results are for the American schoolteacher. The core truth is that Americans are confident in their child’s teachers and proud of our educational system.

They see the best educators as caring, attentive, and demanding professionals. They want us to have the freedom to create relevant, rigorous, and engaging lessons for students and to have our effectiveness measured fairly through both classroom observations and student scores on standardized tests.

Americans want teachers held to high standards from the moment we enter a preparation program to our last day in the classroom, and they want us to improve how we prepare young people for the rigors of college and their careers. These are all good things. Just like teachers themselves, Americans want to see schools and the teaching profession elevated and strengthened.

The great news is that kids are learning more than ever before from teachers who are better trained than at any time in history. Walk into most classrooms in America, and you’ll see tremendous things happening. Yet, the persistent negative messages about public schools and teachers remain. If we hope to attract the best and the brightest into the profession and keep them there, we’ve got to put an end to this.

People Not Politicians

Why Don’t Politicians Listen To Us?
Our politicians are going into backrooms to draw districts that benefit themselves—to ensure their own re-elections without being accountable to the voters. In order to gain political advantage, they have created bizarre districts that zigzag across Ohio and split apart numerous cities and counties. And then within three months of adopting new congressional districts, the politicians exchanged new maps in secret, changed the districts again, and even changed the date of the election! Leaving politicians in charge of drawing their own districts is like letting the fox guard the henhouse. For decades, politicians have protected their jobs and their friends through backroom deals on redistricting. This amendment puts a non-partisan citizen commission of Ohioans in charge.

Ohio is an evenly divided state politically, which should prevent either political party from dominating unfairly. But redistricting by politicians means that we have few competitive districts and whichever party is in control draws districts that favor their party. We need an independent citizen commission, not redistricting controlled by any one party.

Incumbent politicians have been drawing these lines to serve their own self-interests at the expense of the people’s collective interest. We the people have to take back this power by seizing the pen away and drawing the districts ourselves. The (redistricting) plan was secretly drawn, the public hearings were a sham and it’s very clear that the sole goal was to maximize partisan advantage. It was the exact opposite of a fair process— you’d be hard-pressed to find a place where the process or end product was uglier than ohio. ~Daniel Tokaji , Professor Ohio State University Moritz College of Law and a Leader of Voters First

What Can We Do?
Voters first is led by a coalition of nonpartisan groups and people from across Ohio. It was created to take the power over drawing our congressional and legislative districts out of the hands of the politicians and put it in the hands of the people. The Voters First Initiative will put more power in the hands of the people, not the politicians. It will give regular Ohioans a stronger voice in our democracy and provide them more control over their representation in Washington and Columbus.

What Would The New Process Look Like?
Voters first’s proposal will create an Independent Citizens Commission. Politicians, lobbyists and political insiders are prohibited from serving on the Commission. The Commission’s work will be open and it will be accountable to the public. The Commission will empower voters to choose their politicians instead of politicians picking their voters.

  • Citizens, not politicians
  • Instead of the current procedures (in which politicians draw district boundaries that unfairly favor their own party and/or protect incumbents), a 12-member Citizens Commission will create the districts. Any member of the public can submit a plan for consideration.

  • Openness and transparency
  • All meetings, records, communications and draft plans of the Commission must be open to the public. No more backroom deals.

  • Balance and impartiality
  • The Citizens Commission will include equal numbers of Republicans, Democrats and independents, and the approval of at least seven of the twelve members of the Commission will be required for the adoption of any plan. This will ensure that the final plan fairly represents all Ohioans, not just those currently in power.

  • Community representation
  • Districts will be created that are geographically compact, and which minimize the division of counties, townships, municipalities and wards between different districts.

  • Accountability & competitive districts
  • Politically balanced districts will be created, rather than “safe districts” which make it difficult or impossible for voters to hold elected officials accountable.

  • Fairness
  • To the greatest extent possible, the share of districts leaning toward a party will reflect the political preferences of the voters of Ohio.

SB5 still double digits ahead, but work to do

A new poll from Public Policy Polling has been released

50% of Ohioans say they would vote to reject Senate Bill 5 if the election was today, to 39% who would vote to accept it. Those are encouraging numbers for pro-labor interests but when we last polled the state in May 55% of voters say they were against the bill to only 35% in favor of it. So the trendlines at least are working in favor of the bill remaining as law.

Democrats (69/21) are more in favor of rejecting the bill than Republicans (58/29) are of accepting it. But independents have moved from 52/40 opposition to it in May to 46/44 support for it now.

The odds are still stacked against SB 5 staying enacted but just like we saw in the Wisconsin recalls the anger is not there at the same level it was during the spring, which has to be a slight cause of concern for those working to reject it.

The bottom line -

  • We have to work hard through the summer and fall to talk to voters and convince them that repealing SB5 is the right thing to do
  • In the closing month of the election get as many people to vote early as possible
  • On election day, get as many supporters of repeal to the polls as possible

SB5 Polling Trend

SB5, Issue campaigns and Polls

There's a long way to go before SB5 is repealed. What may currently feel like a wind to your back can suddenly reveal itself to be a maelstrom instead. With today's polling news that Ohioans overwhelmingly favor repealing SB5, we thought it would be a good idea to cover some election basics.

Right now we are collecting signatures to place the repeal of SB5 on the November 2011 ballot. We need 231,000 verified signatures, which means we need a lot more than that in reality, conservatively, 50% more. But. Each person who signs a SB5 repeal petition is almost as good as a vote, so the more signatures collected the better our chances in November.

November 2011 would be a very low turnout election year under most circumstances, with no major offices on the ballot to attract people to the polls. A similar past year, 2007 saw only 31.34% of registered voters cast a ballot, compared to 53.25% in 2006 and 69.97% in 2008.

Given this, the first thing to bare in mind is that there is a great difference between a voter and a registered voter. A lot of registered voters do not actually vote! In off-cycle election years like 2011 it could be about 2/3 of registered voters who stay home on election day. There are a few lessons to be learned from this simple and obvious fact.

  1. When reading polls be careful to consider if they are of registered voters (RV), or have been screened for likely voters(LV).
    Today's Quinnipiac poll is of registered voters, as will most polls be until after Labor Day when it becomes easier to gauge a persons likelihood to vote
  2. Getting your supporters to actually go vote (GOTV) is crucial to success.
    We need to turn as many registered voters into actual voters on election day in November. The best way to do that right now is to collect signatures. Lots and lots of them.

Back to polling. We all know about sampling errors and margin of error, but you should also be aware that it is very hard to accurately poll issue campaigns, and even harder to do so in low turnout elections. Two recent examples from Ohio demonstrate this quite well.

In 2005 a group of people attempted to reform Ohio's election and redistricting laws. Right before the election the Bliss Institute polled the issues and found

Favor: 42.5%
Oppose: 57.5%

The Dispatch found similar results. All 4 issues lost just a few days later by massive 2:1 margins. The polling was way off.

In 2006 a coalition similar to the SB5 coalition put a minimum wage initiative on the ballot. It won 57%-43%, but in a NYT/CBS poll just 2 weeks earlier it enjoyed over 77% support.

The bottom line -

  • We have to work hard now, to collect as many signatures as possible
  • We have to work hard through the summer and fall to talk to voters and convince them that repealing SB5 is the right thing to do
  • In the closing month of the election get as many people to vote early as possible
  • On election day, get as many supporters of repeal to the polls as possible

That's a lot of work. Ready for it?

Republican pollster Wenzel Strategies has the repeal of SB5 way ahead

Overall, 51% said they favor repeal, compared to 38% who said they would vote to keep the new law in place. Another 11% said they were unsure on the question.

According to the poll independents favor repeal by a 10 point margin.
