“As a policy wonk, I push for high academic expectations for all students,” writes Scott Joftus in Education Next. “As a father, however, I find that what matters most to me is that my daughters are happy in school.”

“Over more than 20 years in the field of education—including two with Teach For America—I have helped promote state standards, the Common Core, the hiring of teachers with strong content knowledge, longer class periods for math and reading, and extra support for struggling students, to name a few. I have recently discovered, however, that what I believe as an education policy wonk is not always what I believe as a father.”

Joftus’s wonk side believes “student learning flourishes in classrooms that include students with a wide range of abilities and backgrounds.” However, as a Dad, he admits to getting angry when a troubled kindergartener disrupts his daughter’s class and forces the “talented, but inexperienced” teacher to spend more than half of her time trying to keep this boy on task.

“I feel for children like him; my company works with schools and districts to improve outcomes for these kids. But I was angry. The other children were clearly uncomfortable. His disruptions reduced learning time for my daughter, and seemed to steal some of her innocence and excitement about school.”

Commenters on the Ed Next blog offer both praise and criticism for Joftus. “Teachers have been fighting policy wonks who have been destroying the happy learning environment for decades,” writes one. “But you don’t listen, it is only when it becomes personal that you reconsider your opinions and admit the possibility that teachers have been right all along.” “Had you guys listened twenty years ago, and respected our wisdom on safe and orderly schools, this educational civil war would not have had to happen,” observes veteran teacher and ed blogger John Thompson.

Rocketship schools CEO John Danner admits to similar cognitive dissonance when sending his kids to school. “However, I would challenge you as your kids grow to think more about how those skills jibe with rigor,” he writes. “Rigor is actually a form of compassion. A teacher who expects a lot of their students prevents them from feeling the frustration your children feel now, but much later in their school career. The real problem you are seeing is that your child’s teacher has high expectations but doesn’t understand how to differentiate.

Good morning Chair Widener, Vice Chair Jones, Ranking Member Skindell, and members of the Senate Finance Committee. I thank you for giving me the opportunity today to speak candidly and personally regarding my opposition to Substitute House Bill 153.

I am a high school social studies teacher at Brookhaven High School in Columbus, Ohio. It is my first and only teaching assignment; I’ve taught there since 1998 and cannot imagine teaching anywhere else.

I want to tell you all that for the past four months, I wake up each morning at 5 a.m., angry. I go to bed each night, often at 10 or 11 p.m., tired, frustrated, hoarse from talking and arguing, and wake up angry again the next day, only to start the process over.

I am angry because of the various pieces of legislation that have been proposed or passed by the Ohio General Assembly that deal with education matters. This includes the items in HB 153 that threaten to change my profession, my calling, my life’s work into something much less—a job. Teaching is not what I do; it is who I am. Most importantly, the proposed changes will affect my students.

Who are my students? According to the latest state report card, each class of 30 students at Brookhaven has 25 that qualify for free or reduced-price lunch. Seven of the 30 have transferred from another school. Five students have an identified learning disability. Three students were learning how to read, write and speak English as they were being instructed in that language. Roughly one student in each class of 30 was homeless.

Here are just some of the proposed “solutions” that have been included in HB 153 that will affect my students, my colleagues and their students. Why has an overall K-12 funding decrease been touted as a state foundation increase? While the promise has been made that the state will not increase taxes, the truth is that local school districts will have to put levies on the ballot at an ever-increasing rate to make up for the shortfall in state funding. This proposed budget shifts the burden from the state to local governments.

I take issue with the provision that gives teachers a $50 bonus if their students achieve more than a year’s worth of academic growth. This transforms our students from human beings into fifty-dollar bills. Why would you want to create a situation where a teacher walks into a class and sees their students with dollar signs hovering over their head? Our students are equal human beings, and should be treated as people, not profits.

I disagree with the section that calls for retesting teachers that teach in core academic areas if they work in a school that is identified as one of the lowest 5 percent statewide. We have already passed a national test, selected for use by the state’s Department of Education to establish our subject area competence. Just weighing a pig doesn’t make it fatter.

I object to the House’s inclusion of teacher evaluation provisions from SB 5 into HB 153. It is, at its best, disingenuous; at its worst, it is duplicitous, divisive and devious.

The basis of merit pay within the bill, as proposed, is completely without merit. There are many areas where state achievement test scores or growth data cannot be used to inform the evaluation process. How can anyone possibly determine the worth of an art, music or physical education teacher that inspires and motivates a student to become an artist, musician or more physically fit, enriching, changing and perhaps saving their lives?

For the past four years, I have my students pick the best teacher they’ve ever had and write them a letter, thanking them and explaining why they were chosen. Often times, those teachers write back to my students and their share stories and recollections from when my students were in their classroom.

Over the course of those four years, none of the student letters have contained the sentence “Thank you for helping me pass the test.” Not one. But these are the best teachers these students have ever had; they have made their subject come alive for them, encouraged them, inspired them, fought for them, laughed with them and cried with them. All of those are teacher attributes that cannot be tested, surveyed or measured.

Chair Widener, Vice Chair Jones, Ranking Member Skindell, and members of the Senate Finance Committee, I thank you for your time and attention. I would be happy to answer any questions you might have at this time.

Please contact your State Senator and urge them to remove the SB5 provisions from HB153 (the budget bill).

Outrage over school cuts rises

From emails and phone calls, to angry town halls, legislators have been on the receiving end of a backlash to the reckless budget the Governor has proposed.

Battered by angry crowds at suburban school district meetings in recent days, House Republican lawmakers will offer up changes Thursday limiting the budgetary pain inflicted on schools by Gov. John Kasich's budget proposal.

House Finance Chair Ron Amstutz said many changes to the $120 billion, all-funds budget proposed by Kasich are coming, including tweaks to a controversial blueprint for funding schools over the next two years authored by the Republican governor.

"We are looking to take the edge off of this problem across the spectrum of school districts -- not just for the upper" property wealth districts, said Amstutz, a Wooster Republican shepherding the budget through the GOP-controlled House. "But we are concerned about the districts getting high percentage cuts."

Taxpayers from those districts, many in traditional Republican territory, are also concerned -- and downright angry. Hundreds of them have been giving GOP lawmakers an earful at recent community meetings.

The "solution" being considered by the Republicans from wealthy suburban districts that are seeing large cuts is to shift those cuts to poorer school districts, as Ohio Budget Watch reports

Some Republicans from suburban districts that are receiving deep cuts in school funding are looking to change the funding model. The Plain Dealer is reporting that Representative Nan Baker’s (R-Westlake) proposal to cap cuts in funding at 20% for any one school district is being seriously considered by the House Republican Caucus. House Finance Chair Amstutz called it an “excellent amendment” that is “well conceived”. Which is kind of funny considering Governor Kasich said that no district receives a cut of over 8% in his budget but for some reason House Republicans are having to consider an amendment to cap cuts at 20%. I guess that is nether here nor there, though.

According to sources in the article, by capping the amount of cuts per school district at 20% this creates a hole of $114 million in the state budget. And how exactly to House Republicans fill the gap? Simple, by taking the small increases that low property wealth school districts receive in this budget and giving it to the high property wealth school districts.

It should come as little surprise that the theory of balancing the budget on the backs of schools and teachers was never going to be popular, however the Republican controlled legislature is still resistant to solving the budget problem in a balanced way.

But Rep. Ron Amstutz, a Republican from Wooster, and Rep. Christina Hagan, a Republican from Alliance, did make one thing clear: The House GOP isn’t going to back tax increases as a means of balancing the budget.

One thing is clear, there's very little appetite for this reckless budget. The GOP legislature and Governor now seem at odds with each other, and anger in the communities continues to rise.

Anger over reckless budget runs red

In 2010 John Kasich defeated Ted Strickland 36,407 to 23,761 in Medina county. Speaker Batchelder defeated his opponent even more convincingly 32,406 to 13,666. Clearly, Medina county runs a deep shade of red. With that in mind, this isn't the kind of response Republicans would expect on their home turf

Concerned Medina County residents came looking for answers Thursday night about school funding and pending state budget cuts from the top-ranking Republican in the Ohio House.

Instead, some said they felt that House Speaker William G. Batchelder and State Sen. Larry Obhof, whose districts include Medina County, left them hanging.

The two state legislators, Obhof in particular, a first-term Republican from Montville Township, took some heat from angry audience members when discussions wandered from educational areas into political, and what happened while former Democratic Gov. Ted Strickland was in office the past four years.

"Talk about what Kasich is doing to education up here," one angry man yelled out while Obhof was speaking. "Keep politics out of this talk . . . we're here to see what's happening to education."

The outburst brought applause and cheers from the crowd in the reliably Republican county.
